1The intending bidders are advised to visit the site of work before submission of the tenders.
2It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
3EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.
4Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5% of the Contract price plus full difference amount for below quoted tenders as additional security for unbalanced tenders
5The necessary certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e-tender document. The Original certificates/documents shall be produced on or before stipulated date and time for verification. Scanned signature of the bidder/authorized representative of the bidder shall be attached while uploading bid document
6If any of the dates mentioned above happen to be a general holiday, the next working day holds good.
7The Pre-qualification bid will be opened first and there after the financial bids of those prequalified will be assessed on payment of tenders processing fee. The financial bid will be opened subjected to the conditions that Electronic EMD payment is confirmed in the E-tender portal
8Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever
9Corrigendum/Addendum will be published in web site for all modifications/corrections if any.
10The intending bidders should note that, if any of lands either in part/parts or whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by the consent of the land owners before commencement of work at no extra cost to the Nigam and no claim whatsoever relating to non availability of land would be entertained
11The contractor should mention their recent correct postal address and e-mail address in the declaration form
12Incomplete tender documents will be rejected.
13The contractors shall send the authorization letter for their representatives duly attesting their signature
14Tenders will be opened on the due date in presence of the contractor or their Authorized representatives.
15The payment of bills of this work will be made as and when the letter of credit is received under the same head of account from VJNL/Government of Karnataka
16The contractors should adhere to the accepted action plan submitted by him under any circumstances without linking to the pending bill payment of the work
17Typo-graphical errors if any will not be the ground for any claims by the Contractor.
18Tendering by the joint venture will not be allowed
19The contractor should furnish the name of the individual /firm with address and Telephone numbers with place of registration, year of incorporation etc
20The tender processing charges paid by the bidders are not refundable even if the tenders are cancelled.
21Sub leasing of work in any form is prohibited
22he rates includes all leads and lifts and work shall carried out as per the instruction of Engineer-in-charge .All specifications are as per relevant IS codes in vogue and Indian Road Congress. The rates for the specification in the Schedule B includes all lead and lifts irrespective of the distance and height, no extra claim will be tertained for additional lead and lifts
23The validity period of EMD shall be for a minimum period of 180 days from the date of opening of the tenders. If any tender withdraws his tender before the said period, makes any modifications in the terms and condition of the tender which are not acceptable to accepting Authority, then the whole amount of Earnest Money Deposit specified shall be forfeited to VJNL. The Nigam is also at liberty to take any other penal action as it deems fit against such Consultant
24The EMD of the unsuccessful bidder will be refunded only after the acceptance of the tender by the competent authority as per tender clause
25The tender inviting authority has got right either accepting tender or rejecting the tender without assigning any reasons
26In case of death of contractor after executing the greement commencement of the work , his legal heir if any eligible registered contractor and willing can execute and complete the work at the accepted tender rates irrespective of the cost of the work
27All Government orders/circulars prevailing and issued from time to time related to tenders shall be applicable
28EMD amount and Amount put to tender will be as mentioned in the e-portal of respective work.
29The prepared Estimate and DTP Should be got approved from the competent authority
30The authority competent to accept the tenders shall have the right of rejecting all or any of the tenders without assigning any reasons and will not be bound to accept the lowest tender
31Successful bidders should execute the agreement within 20 days from the date of approval intimated. An additional 30 days time may be allowed with a penalty of 0.5% of Contract value. If the contractor fails to enter into the agreement within the said period, the EMD of the contractor shall be forfeited and action shall be initiated for banning to participate in the tender of VJNL
32If the percentage quoted by the Consultant for the ork is below 90% of the estimated amount put to tender or recast amount put to tender of the department, then the Consultant shall furnish an Additional Performance Security at the time of executing the agreement in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted percentage & 90% of the estimated amount put to tender or recast amount put to tender. In case of Consultant quotation rates above 125% of the estimated rates, then the amount over & above 125% will be withheld during the progress of work. The Additional Performance Security will be released proportionately to the bill amount till the Consultant achieves progress of the entire cost of the work as per the agreement
33The submission of tender by a Consultant implies that, the Consultant has read the contents of the Tender Notice and Contract Form and all other papers included in the tender document and made himself aware of the scope and the specifications of the work to be done and the availability of the quantity of materials required.
34The consultant should strictly fallow the the rules and regulation of Forest department
