Invitation to Bid - Consultancy charges for preparation of Architectural Plans & Elevations, Structural Designs, Drawings and Detailed Project Report for proposed Construction of Cable Stayed Bridge Connecting Tank Bund Road with Shashi Mahal Talkies Road & Petla Burz Road in Aam Talab in Raichur City. In Raichur taluka, Raichur District. Under Fund For the year 2026-27. in KARNATAKA

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Tenders from Joint ventures are not acceptable.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- and Max Rs.7500/-) soon after contract has been issued to bidder.

Conditional tenders will not be accepted.

As per karnataka state government order LD/300/LET/2006 Bangalore dated 01-01-2007 and Govt letter No.PW/134/BMS /2007/dated 27-07-2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders.

All the Formats prescribed in the bid documents shall be filled in complete manner. ( section 3 & 4 of the bid document ) and shall be uploaded properly, signed by Tenderer . Necessary Certificates shall be uploaded along with the formats wherever required. General documents Section can be used for this purpose.

Earnest Money Deposit will have to be in any one of the forms as per the instructions in the bid document and shall have to be valid for 45 days beyond the validity of the tender.

The Tenderer should submit proposed methodology and program of construction, backed with equipment and materials duly supported with broad calculations and quality management, plan, proposed to be adopted, justifying of execution and completion of the work as per technical specifications within the stipulated period of completion.

Department will not supply any equipments/materials.

The cost of the Tender form shall not be refundable.

The employer is not responsible for any delay in accessing KPPP

The Employer reserves the right to reject one or all tender without assigning any reasons.

Further particulars, if any, required by the Bidder can be had from the office of the Executive Engineer, PWD Division Raichur during office hours on all working days. It may be noted that if any of the dates mentioned above happens to be a holiday next working day will hold good in lieu of the dates mentioned.

The Bidder should employ only registered labours as per Govt. Circular No. PWD/198/BMS/2009/ Dated: 24-06-2009. As per EPF & MP act 1952 inrespect of of the employees angaged by or through contractors, agencies and contractors shall have provident fund code no. & all the contract employees deployed by them are enrolled as members of provident fund.

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2 : Instructions to Tenderers (ITT), will only be considered for evaluation.

The tenderer shall obtain the workdone certificate in the prescribed format from the competent Authority Not Below the Rank of Executive Engineer (District level Officer) and scan the original Certificate and attach the scanned file Certificate. Certificates shall be produced to the Executive Engineer.

The Rate quoted shall be include Remuneration for Key professional staff, Supporting Staff, Transportation, Duty Travel to Site, Office Rent, Office Supplies, Utilities and Communication, Office Furniture and Equipment, Reports and Document Printing, Surveys, all other taxes as applicable and other incidental items which are necessary for the successful completion of the work.

The Item Rate quoted shall include the Royalty charges on Construction materials and other taxes as applicable.

The Tenderer must submit uploaded documents duly attested by Gazzeted Officer not below the rank of Executive Engineer and also produce original documents to the Executive Engineer for confirmation.

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delays as determined by the authority while granting the extension of time

THE BIDDERS/CONSULTANTS ARE INSTRUCTED TO SUBMIT ONLY RELEVENT INFORMATION WITH RECORDS AS REQUIRED AND SPECIFIED IN QUALIFICATION CRITERIA.ANY JUNK, SUPERFLOUS AND UNNECESARY DOCUMENTS IF UPLOADED WILL TREATED AS MISLEADING AND SUCH TENDERS ARE LIABLE TO BE REJECTED

The Project Completion Period is 01 (One) Months

The tenderer should be a KPWD registered with companies/empanelled in Karnataka PWD as consultant.

Unique Document Identification Number (UDIN) for Practicing Chartered Account is Preferred

APPEAL: As per Govt Ltr No: 572/CRM (2020) (E) Dtd: 03.10.2020 the Appeals received in E-Procurement as per KTPP Act / Rules within the stipulated time will only be considered. Any written appeal received shall not be considered.

Since this work is approved under Lumpsum provisions, excess percent/amount on the percent/amount put to tender is not allowed, such of the tenders which are above the percent/amount put to tender are liable to rejected.

The item / Unit rates are including GST and all other charges.

The Final Structural Design should be proof checked from the not less than IIT/IISc as directed by Executive Engineer, PWD Division,Raichur. The cost of proof checking shall be borne by the successful bidder / Consultant only

Geo-investigation to be carried out as per IS Standard should be got done by the successful bidder / Consultant on his own cost

The Consultancy charges shall be applied on actual Cost of Civil works of proposed Construction of Bridge estimate excluding service/lump sum/miscellaneous provisions and Consultancy payment will be made as per prevailing Govt. orders.

The Specification given in the service estimate to be read as uploaded in DTS attachment which is inclusive of cost of vetting of structural design from IIT/IISc.

Submit Final DPR and drawings(hard&softcopies)to KPWD as directed by the Engineer in-charge.

Provide assistance till approval of DPR by competent authority

Prepare revised drawings and get the approval from competant authority If any changes occurred During Execution.

The proposed bridge is under backwater.
