Bidders must submit GST, PAN, experience certificates, financial statements, EMD proof (if required), and technical bids with BIS certification. Required documents include GST certificate, PAN, last 3 years financials, experience certificates for similar supply, BIS certification, OEM authorizations (if applicable), and advance sample approval with associated test reports. Upload all as part of the technical bid per tender terms.

Towels must comply with IS 7056 (Q3) with primary color, minimum size as per tender, fiber content within ±3%, and process colouring details. BIS certification is mandatory, along with advance sample approval and a conformity test report from AHSP/NABL/ILAC or Central Government Lab.

Delivery is governed by the original delivery order, with an option to increase/decrease quantity up to 50% during contract. Extra time is calculated as (increased quantity/original quantity) × original delivery period, minimum 30 days, and may extend to the original delivery window per contract terms.

Advance samples must be provided upfront for buyer approval before supply, including matching pillow covers and colour/finish details. Samples should reflect IS 7056 and IS 175 specifications and be accompanied by corresponding BIS and test report documentation.

Acceptable test reports come from AHSP, NABL or ILAC accredited laboratories, or Central Government Labs. Reports must verify IS 7056 and IS 175 compliance, colorfastness, fiber content, dimensions tolerances, and pillow specifications as per Defence Requirement Q3.

Bidders must be able to demonstrate Defence Authority registration or compliance with defence procurement rules. Additionally, to qualify, provide BIS certification for textiles, advance sample approval, and lab test documentation proving conformity to IS standards and Defence Specifications Q3.

The scope is strictly supply of goods for towels, bedsheets, and synthetic pillows as per IS 7056 (Q3) and IS 175 (Q3), including process colouring, color specification, and matching pillow covers. The contract may include quantity adjustments up to 50% and requires advance sample and lab-test conformity.
