Government Tender for Facility Management Services at Ahmedabad State Guest House & Annexe

001- Tender Fee/cost of Rs.3600/- (Rupees three Thousand Six Hundred only) In the form of a demand draft in favour of EXECUTIVE ENGINEER, AHMEDABAD CITY (R and B) DIVISION, AHMEDABAD which is non-refundable. (Except for those who are exempted by MSME certifications with valid service code (with Proof)) failing bid shall be treated as invalid and shall be liable for rejection.

002- Bid Security (EMD) of Rs. 2,27,000/- (Rupees Two Lakh Twenty Seven Thousand only) In the form of demand draft or FDR issued by any scheduled commercial bank in favour of EXECUTIVE ENGINEER, AHMEDABAD CITY (R and B) DIVISION, AHMEDABAD (except for those who are exempted by MSME certifications with valid service code (with Proof)) failing bid shall be treated as invalid and shall be liable for rejection.

003- Legal and Valid Entity: The Bidder shall necessarily be a legally valid entity either in the form of a Limited Company / Private Limited Company (registered under the Companies Act, 1956 / 2013) or proprietorship firms /partnership firms registered with relevant authorities viz.(The Company existing at least for the past 5 (Five) years from the date of publication of the advertisement). To enclose certificate to this effect along with copy of Memorandum and Articles of Association. For partnership concerns, registered partnership deed and for Proprietorship Company, in addition to copies of PAN card, GST Certificate, Aadhar Card, it should have Shop and Establishment license under the act.

004- Bidders must have a Main / Branch office in Ahmedabad/ Gandhinagar on the date of application. A copy of address proof to be submitted (Certificate of Shops and Establishment)

005-Bidder Profile. One self-attested recent passport size photograph of the Authorized person of the firm/bidder, with name, designation, address and office telephone numbers.

006- Undertaking for Acceptance of Tender Terms and Conditions. To be Submitted on Letter Head of Agency.

007- Affidavit to the effect that there is no vigilance / CBI court case pending against the firm and not blacklisted by any Deptt. as on date of submission of tender. Affidavit Scanned copy.

008- Self-attested copy of the PAN card issued by the Income Tax Dept. with a copy of Income-Tax Return of the 3 years out of last 4 financial year i.e. 2021-22, 2022-23, 2023-24 and 2024-25. Enclose a copy of PAN card and Income Tax return duly certified by a Chartered Accountant.

009- Self-attested copy of Valid GST Registration Certificate and copy of GSTR1 return and GSTR -3B paid challan for the month of June, 2025. (1) Enclose a copy of the registration certificate. (2) Enclose copy of GSTR1 return and GSTR -3B paid challan for the month of June, 2025.

010- Self-attested copy of Valid Provident Fund and ESIC Registration Certificate. Enclose a copy of the registration certificate.

011- Self-attested copy of valid License No. under Contract Labour (R and A) Act, 1970. Enclose a copy of the registration certificate.

012-Certificate of Financial Turn Over: At the time of submission of bid contractor may upload Certificate from CA (Section 8.2) mentioning Financial Turnover of 5 Years for the period as specified in the bid document and further details if required may be asked from the contractor after opening of technical bids. There is no need to upload entire voluminous balance sheet. Minimum average annual turnover of Rs. 2.00 Cr. for the past 5 financial years Please Indicate. With attested Copies of Income Tax Return and acknowledgment of the income tax department for any three consecutive years, Certificate from Chartered Accountant. 013- Net Worth Certificate Minimum 10 percent of estimated of cost tender: At the time of submission of bid contractor may upload Certificate from CA (Section 8.2) mentioning Net Worth Certificate and further details if required may be asked from the contractor after opening of technical bids. There is no need to upload entire voluminous balance sheet. Certificate from Chartered Accountant.

014-Bidder must also note that Profit before Tax should be Positive in last 3 (three) consecutive years out of last four audited financial years. The bidder shall not be a loss making firm or with negative cash flow during the last 3 (three) financial years. Relevant proof to be enclosed in support of profit before tax is positive.

015- Experience of having successfully completed similar works of Facility Management Services over the last 5 years in Facility of similar or greater magnitude and importance as State Guest House/ Circuit House. The work should individually cost not less than as stated below. Note: From Base year*** Three similar completed works with costing not less than the amount equal to Rs. 85.00 Lakh each i.e. 40percent of Tender Estimated Cost. OR Two similar completed works with costing not less than the amount equal to Rs. 127.00 Lakh. each i.e. 60 percent of Tender Estimated Cost. OR One similar completed work with costing not less than the amount equal to Rs.169.00 Lakh. i.e. 80 percent of Tender Estimated Cost. Enclose proof of Work order along with completion certificate or Continuation certificate for a minimum period 12 months from clients. A certificate from the authorized official of the concerned organization. Undertaking on the letter head as per format prescribed.

016- The Bidder should have a minimum strength of 200 workers under its payroll. Copy of latest Electronic Challan Cum Return of EPF to be enclosed Alternatively, a certificate from the Bidder’s statutory auditor certifying the number of workers on the Bidders payroll (as on date of tender) shall also be considered as valid supporting document. However, the Bidder shall submit the summary sheet of ECR/ Payment confirmation receipt. Competent Authority may carry out verification of the same if required.

017- Bank Solvency certificate from a Nationalized or Scheduled Bank for Rs. 2.00 Cr. obtained not prior to 01.01.2025 from the last date of the submission of tender. Enclose a copy of the solvency certificate from any Nationalized / Scheduled Bank for an amount of from banker(s).

018- The Bidder must have minimum quality certification for ISO 9001: 2015, SA 8000 of mechanized cleaning and housekeeping. Certificate copies should be submitted, and it should be valid till the date of publication of tender.
