Government Tender for Upkeeping Services at G-Colony Ahmedabad - Street Cleaning & Maintenance

001(a)-EMD Rs.46,000.00 (Forty Six Thousand Only) by way of FDR (min. 165 days validity) of any Nationalised or Scheduled Bank in favour of the Executive Engineer, Ahmedabad City (R and B) Division, Ahmedabad payable at Ahmedabad and tender document cost of Rs. 1500/- (One Thousand Five Hundred Only in words ) to be deposited by way of Demand Draft of any Nationalised or Scheduled Bank in favour of the Executive Engineer, Ahmedabad City (R and B) Division, Ahmedabad payable at Ahmedabad to be enclosed along with the Technical Bid.

002(b)-Legal and Valid Entity: The Bidder shall necessarily be a legally valid entity either in the form of a Limited Company / Private Limited Company (registered under the Companies Act, 1956 / 2013) or proprietorship firms /partnership firms registered with relevant authorities viz. For partnership concerns, registered partnership deed copy duly attested and for Proprietorship Company, in addition to copies of PAN card, Aadhar Card, it should have Shop and Establishment licence under the act. Bidders in the form of JV/ consortium are not permitted. Proof for supporting the legal entity of the Bidder shall be submitted. The bidder shall submit the certificate under the Companies Act, 1956 or companies registered under Companies Act 2013.

003(c)-Registration: The Bidder should be registered with the Income Tax Department, GST (Central Board of Indirect Taxes and Customs) and also be registered under the Labour Laws (Copy of Current Labour License of any work), Employees Provident Fund Organisation, Employees State Insurance Corporation Proof thereof should be furnished, Establishment Certificate (Ahmedabad or Gandhinagar Only) Registration Certificate.

004(d)-Clearance: The Bidder should also have filed upto date dues of GST/ Sales/ Service Tax/ Income Tax Returns of relevant period with relevant proof in support shall be submitted.

005(e)-Bank Solvency: The Bidder should also have Bank Solvency certificate issued from the Nationalised or Scheduled Bank for 20 percent of Estimated Cost (i.e. Rs. 9.18 lac) or more, Current calendar Year.

006(f)-The Bidder should have experience of executing successfully 1 work of Facility Management / House Keeping and Cleaning Services of value not less than Rs. 18.36 Lakhs (40 percent of Amount put to tender of the proposed work) or 2 works of Facility Management / House Keeping and Cleaning Services of value not less than Rs. 9.18 lakhs each (each of 20 percent of Amount put to tender of the proposed work) over the last 5 years in the field of Facility Management/ House Keeping & Cleaning Services in Government Guest Houses, VVIP Establishment (State Guest House, Rajbhavan, C.M. Bungalow, Minister Bungalow campus, M.L.A. Hostel, Vidhansabha) and Government Departments/Public Sector office (Central or State)/ Reputed Corporate premises and in reputed organisations like Embassies/ High Commissions, Government Residential Quarters/Colonies and equivalent or above 3 Star Hotels.

007(g)-Bidder must also note that Profit before Tax should be Positive in last 3 (three) audited financial years. The bidder shall not be a loss making firm or with negative cash flow during the last 3 (three) financial years.

(i) In proof of having fully adhered to the minimum eligibility criteria at 2(b), self attested copy of Certificates of Incorporation issued by the respective registrar of firms/companies should be enclosed.

(ii) In proof of having fully adhered to minimum eligibility criteria at 3(c), self attested copies of PAN/TAN, Contract Labour License (Copy of Current Labour License of any work) from the Labour Department, GST Registration, EPFO Registration, ESIC Registration shall be submitted by the bidder.

(iii) In proof of having fully adhered to minimum eligibility criteria at 4(d), self attested copies of GST Tax Department, Income Tax Department (2022-23, 2023-24 and 2024-25.) shall be submitted by the bidder. The copies of the returns filed under GST from April, 2025.

(iv) In proof of having fully adhered to minimum eligibility criteria at 6(f), self attested copy of experience certificates for completed works issued by the Government Departments / PSUs shall be acceptable. The bidder has to submit the relevant work experience certificates (In 3A form/ Work completion certificate) of executing successfully 1 work of Facility Management / House Keeping and Cleaning Services of value not less than Rs.18.36 Lakhs (40 percent of Amount put to tender of the proposed work) or 2 works of Facility Management / House Keeping and Cleaning Services of value not less than Rs.9.18 lakhs each (each of 20 percent of Amount put to tender of the proposed work) over the last 5 years in the field of Facility Management/ House Keeping and Cleaning Services in Government Guest Houses, VVIP Establishment (State Guest House, Rajbhavan, C.M. Bungalow, Minister Bungalow campus, M.L.A. Hostel, Vidhansabha) and Government Departments/Public Sector office (Central or State )/ Reputed Corporate premises and in reputed organisations like Embassies/ High Commissions, Government Residential Quarters/Colonies and equivalent or above 3 Star Hotels.

(v) In proof of having fully adhered to minimum eligibility criteria at 7(g), Self attested copy of the audited balance sheets for the completed three financial years i.e. for 2022-23. 2023-24 and 2024-25 shall be enclosed along with.

(vi) Self attested copy of manpower wages roll and EPFO and ESIC Challan in support of available manpower (duly submitted to EPFO) in respect of last 12 months ending October, 2025 shall be submitted by the bidder.
