MS No.17, Dt:13-05-2022 under the circumstances explained by the ENC(G), Hyd has requested to accord approval for deduction of Telangana Green fund (TGF) i.e., 0.01% from the works bills of Engineering Departments. a)For future works, the contribution towards Telangana Green Fund (TGF) i.e., 0.01% from the works bills shall be deducted duly incorporating immediately such deduction clause in respective tender documents and indicating that it is not reimbursable. Accordingly, no provision shall be made in the estimates. b)For ongoing works, the contribution towards Telangana Green Fund (TGF) i.e., 0.01% from the works bills shall be implemented immediately duly taking consent from the respective agencies by the agreement authority/ Executive Engineer to avoid legal complications in future. 8.EMD : 1% on ECV through RTGS/NEFT etc., and balance 1.5% EMD by successful bidder in favour of DD in favour of Pay and Accounts Officer, Nirmal A. The exemption of EMD as per G.O.Ms.No.29 I&CAD(Reforms) department dt.26-5-2017 & GO.MS.No.59 I&CAD (Reforms) department Dt:21-05-20218 as follows: i. The labour cooperative contract societies of SCs/STs/Wadera/ Sagara will be exempted from payment of EMD to works costing up to Rs.1.00 Cr. ii. In all public Works Departments, the work costing up to Rupees One Crore (ECV) may be reserved for SC/STs as detailed below. 1. 15% to SCs and 2. 6% to STs 1. Government also consider the recommendation of the Board of Chief Engineers (BOCE’s) and Engineers-in-Chiefs (ENC’s) Committee to reserve 3% of works exclusively to Waddera/Sagara communities in addition to SC/ST quota, with relaxations/Concessions on par with SC/ST Communities. iii. However in order to provide level playing field to all, EMD will be recovered from running bills after expenditure of 25% of the concerned works. This will also inculcate the responsibility for completion of the works. 9. ASD:- A) For tenders upto 5% less than the ECV of the work, no additional Security deposit is required. B) For tenders which are less by more than 5% of the ECV of the work and the difference between the tendered amount and 95% of the ECV is less than Rs.20.00 Lakhs, the additional security for the above difference shall be paid by the successful bidder in the form of Demand Draft only at the time of Agreement” AND “For the tenders which are less by more than 5% of the ECV of the work and the difference between the tendered amount and 95% of the ECV is more than Rs. 20.00 Lakhs, the additional security for Rs. 20.00 Lakhs shall be paid in the form of Demand Draft and the balance ASD shall be paid in the form of DD/Bank Guarantee by the successful bidder at the time of Agreement” 10. The participant bidder executed the works should be completed to that extent a completion report issued by the competent authority should be uploaded at the time of tender, then the bidder is liable for disqualification in technically in above notified works. 11. Societies Should submit Latest Audit Certificate 12. Societies Should also submit PAN card and latest I.T. returns along with proof of receipt by I.T. authorities. 13. The percentage of GST liability is under the examination of Government / Board of Chief Engineers. Any decision of Government / Board of Chief Engineers shall be binding on the contractors in all matters concerning this contract. 14.Caste Certificate if applicable.
