Invitation to Bid - Procurement Services in MEDCHAL-MALKAJGIRI, TELANGANA

i) The valid registration Certificate of any Class (Electrical) from GHMC / Govt. of Central / State/ Govt. Under Taking of Central / State ii) Electrical contractors Electrical Grade - A or Grade - B License with validity a) PAN. b) Proof of Registration GST. c) The Bidder Satisfactory completed as a prime contractor, similar work experience of 50% of estimated contract value (ECV) in any one financial year of the last (10) Ten financial years within the block period, for any Central Govt./State Govt./Public Sector undertakings. The bidder should enclose experience certificates issued by not below the rank of Executive Engineer or equivalent and countersigned by the officer of the rank of Superintending Engineer or equivalent of the State/Central Government Department undertakings. d) The contractor has to submit Authorized dealership certificate from the manufacturer (OEM). e) 1.0 % EMD drawn in favour of the Commissioner, GHMC payable at Hyderabad in the form of Online Payment/ Challan Generation. f) The tenderer who have quoted more than 25 percentage less over ECV has to upload the DD towards ASD, the DD should be drawn after tender notification in favour of Commissioner, GHMC. If the tenderer who ever quoted less below 25 percentage of ECV should upload the undertaking letter. Undertaking Format is enclosed.

2. The attested copies of the above documents have to be submitted online to the tender inviting authority before dead line for receipt of tenders 3. The successful tenderer has to submit original DD of ASD within 3 days for confirming the tender, otherwise the tender to the bidder will be canceled. 4. The documents that are uploaded online on e-market place will only be considered for bid evaluation. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable. 5. The bidder shall authenticate the bid with his digital certificate for submitting the bid electronically on e-procurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the e-procurement platform. (G.O.Ms.No.6, dated 28/02/2005 of IT & C Dept., Govt. of AP). 6. Tender Schedules are not transferable. 7. The tenderer will not be required to quote item wise rates but to quote clearly his willingness to supply of material including execution of work at percentage excess or less over estimated value indicated in Schedule-A. 8. Tenderer who quoted less than 25% of the estimate rates has to be submit a D.D. for the difference between tendered amount and 75% of estimate value at the time of issue of work order. 9. Even though the tender meet the above qualification criteria, they are subject to be disqualified if they have made misleading or false representation in the forms, statements and attachments submitted in proof of the qualification requirement; and / or record of proof performance such as abandoning the works, not properly completing the contract inordinate delays in completion, litigation history or financial failure etc. 10. The tenderer particular attention is drawn to the section and clauses in the standard preliminary specification dealing with:- a) Test, Inspection & rejection of defective materials and work. b) Carriage. c) Construction plant. d) Water and lighting. e) Cleaning up during progress and for delivery. f) Accidents. g) Delays. h) Particulars of payment. The tenderer should closely read all the above clauses, which govern the offer, which he is tendering. 11. The following rate of progress will be required to be maintained by the contractor as minimum. Percentage of work to be completed based on the contract lump-sum amount within a period of 30 days is as follows, 1st 10 days -------25%---------------- 2nd 10 days -------50%---------------- 3rd 10 days -------100%-------------- 12. The successful tenderer shall have to employ the following technical staff on full time basis to be available at site. From Rs. 50, 000 to 1, 00, 000 ------------------------ One I. T. I. Candidate. From Rs. One Lakh to 5 Lakhs ------------------------ One Diploma Holder. Between Rs. Five Lakhs to 15 Lakhs-------------- One Graduate Engineer Or Two Diploma Holders. Above Rs. 15 Lakhs ------------------------------- One Graduate Engineer & One Diploma Holders. 13. Payment Terms & Conditions. 1. Payment will be made as per the terms and conditions of CMC. 2. Original tax invoice should be produce at the time of billing. 3. No bills will be entertained without original Tax invoices. 14. Guarantee: a) Two years warranty including replacement/repair of LED Fittings, Cables, Feeder Pillar Box and Timers etc. 15. GHMC or Vupadhi Techno Services Pvt. Ltd shall not be responsible in any way for any failure of the bidders in submission of the bids using the e-procurement online system. 16. The Executive Engineer, (Electrical) reserves the right to reject any or all the tenders without assigning any reasons therefore. 17. Arbitration Act: In case of any dispute or difference between the parties to the contract, either during the progress or after completion of the work or breach of the contract, difference or dispute as to the interpretation of the contract may referred to the following as per G.O.Ms.No.430 Irrigation (IBRV) Department dated 24-10-1983. 18. The tender accepting authority reserves the right to accept or reject any Tender or all tenders and to cancel the Tendering process, at any time prior to the award of Contract, without thereby incurring any liability to the affected Tenderer or Tenderers or any obligation to inform the affected Tenderer or Tenderers of the reasons for such action
