Procurement Opportunity: Selection of Operators for Operating Jewellery Exhibition cum Sale Counters of KSHDCL Showrooms on Minimum Assured Turnover MAT basis in KARNATAKA

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Only responsive Bids satisfying the Mandatory Document Checklist and the minimum eligibility criteria in Clause 7 shall be taken up for technical scoring.

The evaluation shall be carried out by a duly constituted Tender Evaluation Committee.

The decision of KSHDCL in evaluation shall be final and binding.

To facilitate evaluation of Tenders received, KSHDCL may, at its sole discretion, seek clarifications in writing from any Bidder regarding its Bid.

Made incorrect, misleading or false representations in the forms, statements and attachments submitted, whether intentionally or unintentionally, as deemed by KSHDCL during evaluation.

Been debarred/disqualified by KSHDCL or GoK or GoI or Any Statutory Authorities or Central and State Public Institutions, Organizations or Departments. Provided that any disqualification, debarment, or blacklisting under this Tender shall be effected only after affording the Operator a reasonable opportunity of being heard, in accordance with the principles of natural justice.

The Agreement shall remain in force for the contract period specified in Clause 3.5, unless terminated earlier in accordance with this Clause.

Bidders shall remit non-refundable tender processing fee as specified in the e-portal and as per the procedure mentioned in the portal.

The Technical Bid (Cover-1) of each Bidder submitted before the last date specified in Clause 1.3 shall be verified against the Mandatory Document Checklist in Clause 7. A Bid missing any Mandatory document shall be declared non-responsive and rejected without further evaluation.

Technical Scoring Responsive Bids shall be scored on the following evaluation parameters Marks shall be awarded strictly on the basis of documents submitted with the Bid claims not supported by documents shall earn no marks. Only Bidders securing the minimum qualifying score of 60 out of 100 shall be declared technically qualified

Financial Bid Opening: The Financial Bids (Cover-2) of technically qualified Bidders shall be opened through the e-portal and the contract awarded to the H1 Bidder in accordance with Clause 6 Process of Selection
