Registration and Execution of Similar Works: Special Class Civil Contractor (or) registered firm in State/Central Govt/State or Central PSU etc., having experience in execution of similar nature of works (i.e. Construction of RCC roads, bridges, culverts and drains) of value not less than Rs.15,47,36,423.30 with following minimum quantities in any one year during the last five financial years i.e., 2021-22 to 2025-26 in State/Central Govt/State or Central PSU etc., Registration under process shall not be accepted. Prime quantities: a)RCC: 317 Cum b)Wet mix macadam: 9700 Cum c)Dry lean cement concrete: 4650 Cum d)Reinforced, dowel jointed, Cement Concrete pavement (laid with slip form/ fixed form paver)/PQC: 11660 Cum Joint Venture: The Joint Venture firms will also be applicable on production of Joint Venture agreement for this work only. In case of joint venture, the prime member should have a valid registration and the total members in the joint venture should not be more than three. However, the documents of all the firms forming the Joint Venture shall be uploaded. The share of the prime member of joint venture group should be more than 50%. The eligibility criteria will be considered on the basis of combined resources. The lead partner should meet at least 50% of eligible criteria on value of works and prime quantities including other eligibility requirements. The tenderer should upload only attested experience certificates in respect of similar nature of works. The experience certificates should clearly indicate financial year wise break up for the value of work done along with quantities. Experience certificates without these details, tender will not be accepted and the tender will be considered as incomplete. All experience certificates shall be issued by competent authority. Site visit for the subject bid is advised for the bidder. The bidder may visit the site to acquaint themselves of the prevailing local conditions before submitting their bid. Liquid asset/credit facilities/Solvency certificate: Liquid asset/credit facilities/Solvency certificate (not older than 12 months from the date of availability of tender specification on e-procurement platform) issued by any Indian Nationalized Bank of value not less than Rs.7.74 Crore (Above Rs.7.74 Crore only). Annual Turnover: The Bidder should have minimum annual turnover of Rs.15.47 Crore in any one year during the last five financial years i.e., 2021-22 to 2025-26 in State or Central Govt/State or Central PSU etc., towards construction of civil works/structures. A certificate issued by the registered Chartered Accountant shall be uploaded. Corporate Debt Re-structuring: i.The bidder should be financially sound and should not have applied for CDR and SDR during the last 5 financial years. ii.The Bidders who have applied for/availed Corporate Debt Re-structuring (CDR) in the last five financial years i.e., 2021-22 to 2025-26 are not eligible to participate in the bid. iii.In this regard, a certificate issued by the registered Chartered Accountant shall be uploaded. The statement showing the value of existing commitments and ongoing works, if any, as well as the stipulated period for completion of the remaining work for each of works listed, issued by the Engineer-in-charge or equivalent of the concerned department shall be uploaded, and the bidder shall furnish the particulars invariably in the same format failing which the tender shall be treated as incomplete and summarily rejected. Responsibility for correctness of the information submitted in the online bid lies with the bidder. The Tenderer shall fulfill the following statutory requirements. a)Income tax Clearance Certificate: The contractor shall furnish copy of PAN (Permanent Account Number) card and copy of latest income tax returns submitted along with the proof of receipt. b)Insurance: The contractor shall comply with the statutory labour rules and regulations i.e., EPF, ESI, etc., as may be as applicable and shall furnish the returns and information as may be specified from time to time. Agreement will not be concluded without above statutory norms. c) Goods and Services Tax (GST): The GST as applicable as on date shall be indicated separately in each invoice and the same will be paid to the contractor and the same shall be remitted to the concern department by the contractor. The tenderer should furnish the proof of registration under GST along with relevant HSN/SAC codes from the Commercial tax department. The applicable GST as on the date is 18%.
