Bidders must demonstrate three-year defence medicine supply experience, provide Manufacturer Authorization, GSTIN, PAN, cancelled cheque, EFT mandate, three-year IT returns, and notarised acceptance/blacklisting certificates. Service centre readiness in the consignee state is mandatory or to be established within 30 days post-award.

Required documents include GST certificate, PAN, cancelled cheque, EFT mandate, three-year ITR, financial statements, organisation profitability proof, manufacturer authorization, and service centre evidence. All items must be submitted with the bid per Terms and Conditions provided by the buyer.

The 14 items cover injections (Thiamine, Dextrose, Adrenaline, Sodium Phenytoin, Mannitol, Lorazepam, Labetalol, Furosemide 20mg), topical agents (Mometasone, Adapalene gel, Luliconazole), Activated Charcoal powder 100gm, Mouth Ulcer Gel, and a CAT 3 Tourniquet Advance.

Delivery may be increased by up to 25% of the bid quantity and extended during contract currency; the additional time is calculated as (increased quantity/original quantity) × original delivery period, with a minimum 30 days. This requires a compliant bidder submission for extended timelines.

Bidders must have continuous three-year experience in medicine supply to defence forces, be an authorised dealer or have manufacturer authorization, be profitable, and provide three-year IT returns along with GST and banking documents.

GST will be reimbursed at actuals or at the applicable rate, whichever is lower, subject to the maximum quoted GST percentage. Vendors should account for GST impact in their bid pricing.

If a functional service centre in the consignee state exists, it must service carry-in warranties; if not, the bidder must establish one within 30 days of award and provide documentary evidence of its operation prior to payment release.
