The above work is administratively & technically sanctioned by Director (Technical) for an amount of Rs:207.00 Lakhs (Rupees Two Crore and Seven Lakhs Only) vide DT A.S.No.160/2026-27, dt:29.06.2026 and T.S.No.84/2026-27, dt:30.06.2026. The expenditure is chargeable to “Board Funds for the financial year 2026-27.” 2. Tenders are Proposed to invite under e’ procurement platform for the above subject work and the Bid document is prepared duly keeping the following eligibility and qualification criteria’s of Bid document as per G.O.Ms.No.94, dtd:01-07-2003 of I&CAD Department and its amendments. 3. Tenders are required to furnish necessary data/documents along with their tender in support of their competent as per G.O.Ms.No.94, dtd: 01-7-2003 of I & CAD Department DATA/Documents furnished shall be true in all respects. On verification by HMWSSB if it is found to be not true or if the tenderer has attempted to conceal any unfavorable data, their tender will be treated as non-responsive and will be rejected. 4. The eligibility criteria for the subject work is as follows: This invitation to tender is open only to eligible “Registered Manufacturers or Registered Dealers for supply of Ferric Alum Grade-IV, Non Ferric Alum (Technical Grade) and Poly Aluminium Chloride (PAC) having M.O.U with Manufacturers or Regd. Firms/agencies with manufacturer “Quality Assurance Certificate” must be submitted as mentioned in the tender notice and are to be executed for the HMWSSB on the basis of Schedule of Percentage Tender. i) It is necessary that the tenderer should have supplied and delivered Ferric Alum Grade-IV 16%strength Non Ferric Alum (Technical Grade)and Poly Aluminium Chloride (PAC) in similar nature of work in the past ten years, i.e, not earlier than April 2016 in one or more of the said works executed successfully by the tenderer added together shall be minimum of Rs:169.85 Lakhsin any one year during the past 10 years. The present worth of each of these jobs executed and completed by the tenderer in the past will be calculated based on the escalation of 10% per annum. ii) It is necessary that the tenderer have i)Supply and delivery of Ferric Alum Grade-IV 16% strength confirming to IS 299/2012 minimum 57.60 MTs ii) Supply and delivery of Non Ferric Alum (Technical Grade) as per IS 260/2001minimum 151.20 MTs iii) Supply and delivery of Poly Aluminum Chloride confirming to 15573/2005 minimum 234.24 MTs in one or more contracts added together for a period of at least one year, during the past ten years i.e., not earlier than April’2016. iii) The agency should have its own arrangements to supply Ferric Alum grade-IV, Non Ferric Alum (Technical Grade) and Poly Aluminum Chloride to various destinations of HMWSSB as per the indent of the G.M (E), TD-III and as per delivery schedule. iv) The Regd.Dealers/ Regd.Contractors must have “Quality Assurance Certificate” issued by the Regd. Manufacturer that the i) Ferric Alum is manufactured as per Grade-IV confirming to IS-299/2012, ii) Non Ferric Alum as per technical grade confirming to IS 260/2001 and iii) Poly Aluminum Chloride powder confirming to IS 15573/2005.If the bidder is a Manufacturer, Self declaration should be submitted for Quality Assurance as above. v) The HMWSSB will give preference for local Manufacturer as per G.O.Ms.No.1020, Industries & Commerce (SSI) Department dt.30-11-1976. vi) The Tenderers must have Consent Letter from Manufacturer of Sulphuric Acid for 98% Purity. 5. Bidder capacity: The assessed capacity of the Tenderer, as calculated below, shall not be less than the estimated value of the contract. (I.e. Rs:1,69,85,184=00). The estimated value of the work(s) is likely to be awarded by the HMWSSB among the tenders submitted earlier (even though the letter of acceptance has not been approved by the HMWSSB) shall also be taken into account while arriving the value of “B”. Assessed Capacity = 2 AN – B; Where; A =Maximum value of similarengineering works executed in any one financial year during the last ten years years {adjusted at 10% appreciation per annum (simple and not compounded)} taking into account the completed as well as works in progress.N=Prescribed period for completion of the work to which these documents pertain (months, weeks and days shall be converted into years) B = Value of existing commitments and ongoing works (and the estimated value of work(s) which is likely to be awarded even though the letter of acceptance has not been approved by HMWSSB) to be completed during the period of the contractor. 6. Resource Mobilization: Each prime bidder should further demonstrate the availability of liquid assets and/or credit facilities of not less than Rs.84.93 lakhs. The Tenderer shall submit Credit lines/letter of credit/Solvency certificates valid for one year from any nationalized/Scheduled Bank to this effect and in case of Liquid Assets, the amount as on 31-3-2025 will be taken into account from the Balance Sheets.. 7. The tenderer is subjected to be disqualified, if he is found to have misled or furnished false information in the forms / statements certificates submitted in proof of qualification requirements or record of performance such as abandoning of work not properly complete in earlier contracts, inordinate delays in completion of the works, litigation history, financial failures, participated in the previous tendering for the same work and has quoted unreasonable high bid price.
