G.O.Ms.No.66 , I&CAD(PW-Reforms)Dept., Dt.20.4.2015 Qualification Requirements: To qualify for consideration of award of the contract each tender should fulfill the following criteria:
- The details and certificates are to be furnished as per the pro-forma available in the tender schedules. The bidder should submit the particulars invariably in the format specified in the tender schedule along with necessary certificates, failing which his tender shall be treated as incomplete and summarily rejected.
- The tenderer should further demonstrate: i) Availability (either owned or leased) of key and critical equipment. ii) Availability of the key technical personnel with adequate experience.
- The tenderer is subjected to be blacklisted and the EMD forfeited if he is found to have misled or furnished false information in the forms/ Statements/ certificates submitted in proof of qualification requirements or record of performance such as abandoning of work not properly completed in earlier contracts, inordinate delays in completion of the works, litigation history and/ or financial failures and /or participated in the previous tendering for the same work and has quoted unreasonable high bid prices.
- Even while execution of the work, if found that the contractor had produced false/ fake certificates of experience he will be black listed and the contract will be terminated.
5.The Annexure II of the G.O Ms No.94 I&CAD (PW.COD) Department date 1-7-2003 the contractors of Special Class, Class-I, Class-II and Class-III are eligible to take up the works through out the state the contractors of Class-IV and V can tender for works only with in the circle where registration is down.
6.As per the GO MS:52 of Exemption EMD :-At the time of tender, the SC/ST/WADDERAS labour contract co-opp societies and individuals belonging to SC/ST/WADDERAS, should enclose it the application form a list of works for which they have applied for tenders during the year along with their value and result of tenders call. They should also enclose the do trills of works on ground indication the date of allotment/agreement. - Bids are invited on the e-procurement for the above mentioned work from the Contractors/ Contracting firms registered with Government of Andhra Pradesh. The details of Tender conditions and terms can be down loaded from the electronic procurement platform of Government of Telangana state i.e. https://tender.telangana.gov.in/ 2. Approximate Estimate Contract value of work Rs. 3. Contractors would be required to register on the e-procurement Market Place https://tender.telangana.gov.in/ and submit their bids on line. The Department will not accept any bid submitted in the paper form. 4. encouraged to use only Net banking facility for payment of EMDs as far as possible, Bidders are advised not to use RTGS Chillan downloads at the penultimate hour of Bid submission closing as any delay by their banker would not enable Bid submission on the platform. Please allow a minimum of 60 minutes for enabling “Continuation of Bid Submission” from the time the Pool Account receives credit of the EMD from the Bidder’s Bank for both NEFT and RTGS Transfers. For RTGS Transfers, the Pool Account can get immediate credit whereas NEFT transfers would follow RBI Payment Cycle time. Rs. (i.e. 1.0% of ECV) drawn in favour of Commissioner Nalgonda Municipality along with bids. Scanned EMD may be uploaded with the bids and original EMD along with attested copies of uploaded credentials must be submitted to the Commissioner Nalgonda Municipality through Registered Post/ Courier so as to reach before the date of opening of technical bid. Successful bidders need to submit 1.5% of contract value as EMD in the form of Demand Draft, which has to be valid till the end of defect liability period along with DD of value of 1% of contract value, which was paid at the time of tender, in order to conclude the agreement. 5.
