Bids are Invited For Procurement Services in BIHAR

Company should be registered incorporated in India as per Companies Act 1956/2013 (and its further amendments) registered as Information Technology (IT) / Information Technology Enabled Services (ITES) Company and must be in operation for at least five (5) years as on date of opening of bid.

company should be (i) Manufacturer (Original Equipment Manufacturer, OEM) / authorized distributor/ authorized dealer or (ii) Service provider for centralized Mobile app based attendance system or (iii) IT system integrator.

a) Authorization from OEMs for i. Bidder to offer respective items quoted, and also ii. Undertake that the support including spares, patches for the quoted products shall be available for the next 8 (eight)years

Agency should confirm that the products quoted are not end of life products.

Bidder(s) not to have Conflict of Interest: Bidder shall not have a conflict of interest. Any Bidder found to be having a conflict of interest shall be disqualified. The bidder shall be considered to have conflict of interest with one or more parties in this bidding process, if: a) They have a controlling partner in common, b) They receive or have received any direct or indirect subsidy from any of them; or c) They have the same legal representative for purpose of this bid; or d) They have a relationship with each other, directly or through common third parties, that puts them in position to have access to information about or influence on the bid of another Bidder, or influence the decisions of the Employer regarding this bidding process; or e) A bidder submits more than one bid in the bidding process, either individually [including bid submitted as agent /authorized representative on behalf of one or more manufacturer(s) or through Licensee ? Licensor route, wherever permitted as per the provision of Qualification requirement for Bidders] or as partner in a joint venture, except for alternative offers permitted under Invitation to Bid. This results in disqualification of all such bids. f) However, this does not limit the participation of a Bidder as a sub-contractor in another Bid, or of a firm as a sub-contractor in more than one bid; or g) A Bidder or any of its affiliates participated as a consultant in the preparation of the design or technical specification of the services/works that are subject of the bid, or h) The Bidder, directly or indirectly shall not be a dependent agency of the SBPDCL/ NBPDCL/ BSPTCL/BSPHCL/BSPGCL

This Bid is open to any Bidder who provides satisfactory evidence that: a) It is a qualified manufacturer or erector who supplies, installs, and is capable of testing and commissioningworkspecifiedinthebiddocumentandhasadequatetechnicalknowledgeand practical experience for the same; b) It does not anticipate change in the ownership during project execution period (if such a change is anticipated, the scope and effect thereof shall be defined); c) It has adequate financial stability and status to meet the financial obligations related to scope of the project; d) All plant and equipment to be supplied and installed and services carried out under the contract shall have their origin in our country (India)only

The bidder must have valid PAN No (from Income Tax department) and GSTIN No.

The bidder should be registered with the Employees Provident Fund Organization (EPFO) and Employees State Insurance Corporation (ESIC) as on the date of bid submission against this tender

The bidder must not be blacklisted by any State Govt ./ Central Govt. / State Govt . Undertakings / Utilities / Private Organizations or BSPHCL and its subsidiary companies in the past.

The bidder must not be debarred by BSPHCL & its subsidiaries (BSPGCL, BSPTCL, NBPDCL, and SBPDCL) in the past

Bidder shall maintain a stock of spare of server at Patna equivalent to a minimum of 3% of the supply cost for a period of five (5) years starting from the date of issuance of LoA

a) The bidder must have experience in supply, installation, commissioning and maintenance of Mobile app based Attendance system/ Implementation of IVMS/ X-Ray Bag Scanning Machine to a Central/state Government/ Semi-Government/ PSU Establishments/Banks having a minimum strength of 1000employee. b) The Bidder must have executed in the last five years either a single project of similar nature with a minimum value of INR 50,00,000 (INR Fifty Lakhs Only) or two projects each having a minimum of INR 25,00,000 (INR Twenty Five Lakhs Only) or Three Projects each having a minimum value of INR 20,00,000 (INR Twenty LakhsOnly). c) In case the bidder submits a purchase order/ LoAforMobile app based Attendance system for qualification, the scope of work must include installation and implementation of Mobile app attendance involving geographically separated offices with a centralized server

MAAT of bidder should be INR 10,00,00,000 (INR Ten Crores Only) taken for best three (3) financial years out of the last Five (5) financial years i.e., FY 2014-15, FY 2015-16, FY 2016-17, FY 2017-18 and FY 2018-19

The bidder must have positive Net Worth in each of the last 3 (three) financial years (i.e. FY 2016-17, FY 2017-18 and FY 2018-19) ending at the date of bid opening. Net worth means the sum total of the paid up capital and free reserves (excluding reserves created out of revaluation) reduced by aggregate value of accumulated losses (including debit balance in profit and loss account for current year) and intangible assets
