TERMS AND CONDITIONS 1. The Contractor should have registration with Telangana Govt. 2. The contractors having similar type of work experience in Nursery raising shall submit the necessary documents. 3. The authority competent to finalize the tender will take action to verify the documents and antecedents of the tenderer and issue suitable orders for the work. 4. All Horticulture works are time bound and seasonal works. Hence any defaulter of previous works are Greater Warangal Municipal Corporation is not eligible for tendering of this work. Before execution of the work, the agency shall have to sign the agreement. 5. The tenderer should remit 1% of estimate value towards E.M.D in shape of Demand Draft drawn in favour of “The Commissioner, Greater Warangal Municipal Corporation”. Without E.M.D, the tenders will not be accepted. The E.M.D of the successful bidder will be returned after successful completion of the work and after expiry of observation period as per rules. For the remaining non-successful tenderers, the E.M.D will be refunded after finalization of the tenders. 6. The following documents shall be submitted along with the tender. a. Similar Work experience in Nursery raising. b. GHMC/HMDA /Forest Department/Horticulture Department/Registrar of firms Registration Certificate with Telangana State/Central Govt . c. 1% EMD to be paid online d. PAN Card and latest IT Returns e. GST Registration f. Transaction fee 7. The tender for the work specified above is in force only for one year. However the commissioner, GWMC will have right to extend the period of tender 8. The tenderer/ contractor shall quote the % of the amount basing on the GWMC BOQ along with tender documents 9. The BOQ rates are excluding of all taxes. 10. Successful Tenderer shall execute an agreement within 3 days of receipt of the confirmation of tenderer on non-judicial stamp paper of Rs.100/- as per the terms and conditions laid down by GWMC. 11. If the tenderer/contractor fail to execute the agreement within 3 days or within the stipulated time the tender will be cancelled besides taking necessary penal action against the default contractor. The Commissioner, Greater Warangal Municipal Corporation has the right to allot the work to the next lowest tenderer when the successful tenderer did not turn up within the stipulated time frame. 12. Any further information in this regard can be obtained from the office of the Commissioner, Horticulture Wing, GWMC, Warangal on all working days between 10.30 am to 5.00 pm. 13. The works shall be carried out by the successful tenderer as per the quoted rates by the Tenderer. 14. The Tenderer at any time during the agreement period shall not have right to claim excess rate for the works executed for whatsoever reason. 15. The Tenderer shall execute the works strictly as per the specifications mentioned in the estimate. 16. The Commissioner shall have the right to reject part or whole work executed by the tenderer. Substandard works if any executed by the Tenderer shall be got executed by the Commissioner GWMC through other registered contractors and any excess expenditure incurred over the contract amount for the such type of works will be recovered from the successful tenderer. The discretion of the payments to the Tenderer lies with the Commissioner and shall be binding on the Tenderer. 17. All the taxes applicable in the state of Telangana shall be deducted from the bills of Tenderer. 18. That the Tenderer shall execute the work at work spots/place mentioned in work order and shall provide labour, material transportation etc. Irrespective of the surface on all types of soils / roads etc. 19. That the Tenderer shall have to import red soil to the work spots/places as per the estimate / work order which includes cost, conveyance and stacking of red soil etc., complete. The red soil to be supplied by tenderer shall be of good quality, light textured, crystalline, porous, friable and neutral but not alkaline and infertile. 20. That the tenderer shall have to maintain stock register for all the purchases made and shall be solely responsible for any damage, loss, theft, etc. The stock register shall have to be produced by the tenderer on demand by the Commissioner or any other officer authorized on his/her behalf. 21. That the Tenderer/contractor shall upkeep and protect the plant materials and other articles during the entire contract period. Damages, loss, theft of the same if any shall have to be borne by the Tenderer/contractor. 22. The tenderer should take care of all the plants. If there is any damage during execution period, it should be replaced by the tenderer at his/her own expenses and the species of plants will be as directed by the officer incharge. The seedlings so procured shall be healthy. Site clearance for nursery raising,Sowing/dibbling of seed and transplanting the seedings from primary bed to bags, procurement of poly bags and potting mixture, shifting and grading of plants, replacement of casualities ,maintenance for initial establishment includes regular watering, weeding ,protection, and application of organic and inorganic fertilizers as on when required etc,. 23. The contractor shall take necessary precautions for safety of the workers and preserving their health while working in such jobs 24. Payment would be made on the completion of development. 25. The work should start immediately after finalization of the tender process. 26. The tenderer is solely responsible to receive any sort of communication from GWMC Warangal. 27. Before tendering, every tenderer is expected to inspect the site of the proposed work and acquaint and satisfy himself for logistics and smooth flow of work, men and materials. 28. Any extra claims made in consequence of any misunderstanding, incorrect information on any or on the grounds of insufficient description of information, or on erroneous things identified at later stage, shall not be entertained or allowed at any stage. 28.ADDITIONAL SECURITY DEPOSIT – In case the tenderer quotes more than 25% less percentage over ECV the tenderer shall upload scanned copy of the Demand draft for the different between the tendered amount and 75% of the estimated contract value towards ASD. Note those who does not quote more than 25% less over the ECV they can upload their copy of same EMD in such case.
