• Payment/Compliance: Salaries paid by the service provider first with statutory documentation; wage payments must align with government minimums; maintain escalation/operational support channels.
• Location & Eligibility: Bidder must have Dehradun office; rent alone is not sufficient proof; documentary evidence required; dedicated service/support hotline and escalation matrix must be provided.

Terms, Conditions & Eligibility

• EMD: ₹160,000.00 to be submitted as per tender terms; performance security to be defined per AtC.
• Experience: At least one prior project with contract value ≥ ₹15 Lakh in last 2 financial years for Central/State govt./PSU manpower services.
• Delivery & Deployment: Full on-site staffing across all days; consumables provided by Buyer; other cleaning equipment by Buyer; ensure uninterrupted service.
• Wages & Compliance: Pay minimum wages as per Government of India norms; provide PF/ESIC documentation; maintain payroll records; provide bank statements of payments.
• Documents: Duly signed bid, ISO 9001 certificate, evidence of Dehradun office, prior project certificates, GST/PAN, financials, and EMD; escalation matrix and toll-free support contact must be submitted.
• Clause Flexibility: Quantity/duration may vary by up to 25%; acceptance required for revised scope; extension possible on performance.
