Bidders should submit EMD ₹54,500, GST and PAN, past performance proofs for 20%+ tender quantity, OEM authorization if dealer, STR & QAP, M&P, and UDYAM. Ensure IS/ISO 7131 compliance and provide development order data if past performance is limited. Prepare iMMS SCR data as applicable.

Submit GST certificate, PAN, EMD receipt, past performance proofs (R Notes/CRAC/consignee acceptance), OEM authorization (if dealer), M&P, STR & QAP, testing facilities, UDYAM, and financial statements. Include supplier profile and technical manpower details for evaluation.

The loader must conform to IS / ISO 7131 (Latest). Verify OEM certification and ensure equipment meets wheel loader performance, hydraulic control, and safety compliance per IS/ISO standards; include ISI/ISO marks if applicable.

Tenderers must show satisfactory performance for 20%+ of tender quantity in last three years with SC Railway or other Zonal Railways. If not, developmental order eligibility up to 20% with M&P, STR & QAP, and UDYAM registration is allowed.

EMD is ₹54,500. Submit along with bid submission as per tender terms; ensure payment proof and acknowledgment in the bid envelope. EMD is a prerequisite for responsive bidding and qualification for evaluation.

The option clause permits up to 25% quantity variation. Additional delivery time is calculated by (Increased quantity ÷ Original quantity) × Original delivery period, with a minimum of 30 days; extension may be applied within contract limits.

Submit OEM authorization letter showing dealership rights for the same wildcard Loader model; include OEM performance data, product brochures, and serial-number traceability to validate alignment with IS/ISO 7131 requirements.

If past performance is below threshold, developmental orders up to 20% of net procurable quantity may be considered with details of M&P, testing facilities, STR & QAP, technical manpower, and UDYAM registration to support capability.
