Government Tender Published for Management Housekeeping and other services of Inspection Building, Vaishali for the Year 2026-27 in BIHAR

1. Minimum Work Experience: Minimum 03 Year of work experience of similar work (Comprehensive Housekeeping, Operation and Maintenance of large office/ institutional/ hospitals/ large commercial buildings with area more than 50% of total built-up area) at Government/ Semi Government/ PSU/ Private Organization of National/ International importance. Or, Should have constructed a multistoried office building/ hospital building/ institutional building/ commercial building having minimum built-up area (50% of total built-up area) at Government/ Semi Government/ PSU/ Private Organization of National/ International importance.

2. Similar Nature of Work Requirements: Minimum Single work of similar nature (as defined in Clause 11) at least equal to 50% of estimated amount for Comprehensive Housekeeping, Operation and Maintenance, of large modern office/ institutional/ hospital and commercial buildings in Govt/ Semi Govt/ PSU/ Private firm during last 5 years immediately preceding the month in which NIT is published are eligible to participate. NOTE - The Experience certificate should be issued by the authority not less than the Rank of EE. Incase experience from private employer, the experience certificate should be issued as per BCD, Bihar letter no.-3284 dated 05.05.2009. In case of experience from private work, bidder shall attach 26AS. Or, Should have constructed a multistoried office building/hospital building/ institutional building/ Guest House /commercial buildings with minimum built-up area (50% of built-up area) with HVAC (Chiller)/ AHU/ Air Conditioner, STP, Lift, Sub-Station, Electrical HT/LT work, Facade Light, Fire-Fighting work, Landscaping, PHE, Heat Pump, Solar Plant on Grid & Drainage work, UG water Tank, Networking Work, Audio Video System, Networking system, BMS Work and the same work has been completed/installed in single project. NOTE - The Experience certificate should be issued by the authority not less than the Rank of EE. Incase experience from private employer, the experience certificate should be issued as per BCD, Bihar letter no.-3284 dated 05.05.2009. In case of experience from private work, bidder shall attach 26AS.

3. Minimum Financial Requirements: Contractor's Annual Turnover in any one of last Five audited financial years must not be less than 50% of estimated amount. Tenderer shall submit last five years audited financial statement (profit-loss statement and balance sheet) duly attested by certified CA mentioning UDIN. Net worth of applicants must be positive.

4. Mandatory Documents: The bidder should have valid PAN, ESIC, PF and GST Registration. (Proof to be submitted/attached). Character certificate is required before agreement.

5. Electrical License: The firm should have to produce valid Electrical license or an agreement with the firm/agency/person having such valid Electrical license for all such job required at site.

6. Pest Control License: The firm should have experience and have valid license for pest control or an agreement with the firm/agency/person having experience and having such license for all such pest control job required at site.

7. Blacklist /Debarred: Applicant must not have been blacklisted or deregistered or debarred by any Govt. / Semi Govt. / PSU undertaking (in Form-G) during last five years. It should be submitted as affidavit on non-judicial stamp paper attested by Notary.

8. No Litigation/Arbitration: Undertaking on Non-Judicial stamp paper attested by Public Notary certifying that for applicant not involved in any litigation/arbitration or no case pending in any court against them during the last 05 years.

9. ISO Certifications: The firm should attach valid ISO 9001:2015, ISO14001:2015, ISO 27001:2022, ISO: 45001:2018 and ISO 30409:2016 certificates. 10. All bidders shall also furnish the following information: 10.1. Evidence of access to or availability of credit facilities (minimum 10% of estimated cost) certified by the bankers issued after date of NIT. 10.2. The contracting Firm / Agency should have to produce Bankers solvency certificate or Revenue solvency Certificate of Value not less than 40% of the estimated cost. 10.3. Undertaking that bidder would be able to invest a minimum of cost up to 25% of the contract value of work, during implementation of contract. 10.4. Not abandoned project affidavit on non-judicial stamp paper attested by Notary. 10.5. No relation affidavit on non-judicial stamp paper attested by Notary.

11. Similar Nature of Work: The similar nature of work defines the work experience for single work in the following field: A Housekeeping Cleaning and maintaining a building, toilet, campus, road, drainage, sewer, garden etc. B Electrical Work Maintenance of all electrical fitting, fixture and LT/HT panel system etc. installed in the building. C BMS (Building Management system) Operation and Maintenance of BMS with skilled manpower to serve the purpose of Occupants D HVAC(Chiller)/VRF Operation and Maintenance of HVAC system including Chillers, Cooling Towers and all accessory of system including Axial flow Fan, pipe insulation etc. E Service Substation Operation and Maintenance of substation equipped with Electrical panels, DG (Generators), Transformers, UPS system, Chillers, Cooling Towers, etc. with minimum capacity as per project requirement. F Lift and Escalators Operation and Maintenance of Lift and Escalators G Gardening and horticulture Maintenance of Garden etc H Front Desk management Management of Reception centers I Car Parking Management Management of parking J Fire Fighting system Operation and Maintenance of Automated and Manual Fire Fighting System with skilled manpower to serve the purpose K Auditorium AV system Operation and maintenance of AV system of Auditorium with minimum capacity as per project requirement. L WTP Operation and Maintenance of Water Treatment plant with minimum capacity as per project requirement. M STP Operation and Maintenance of Sewage Treatment plant with minimum capacity as per project requirement. N Solar Plant on Grid Operation and Maintenance of Solar Plant O Pest Control Pest control for all type of insects & reptiles NOTE ? 11.1. Maintenance of all equipment shall be done as per OEM requirements. 11.2. Above mentioned experience is required for those bidders who are participating using their experience in comprehensive housekeeping, operation & maintenance field.
