Eligibility Criteria: As per G.O Ms. No. 14, Dated:- 31-01-2015 I&CAD Department, Govt. of Telangana Class-V contractor of GWMC / PH and Class-III any department are only eligible for this bid. Ms. No. 15, Dated:- 29-09-2017, ITE&C Department (Amendment to G.O 14) The following documents are to be produced at the time of submission of bids online and fitness certificate to be produced at the time of agreement 1. Registration certificate 2. EMD 3. Transaction Fee details 4. IT Latest 5. GST 6. The GPS tracking system will be installed by the agency them self and it's care should taken by the contractor/agency and the same should be returned to the department after completion of the contract and the payment will be made for the instrument. 7. Tanker should having valid RC. 8. Tanker driver should Valid Driving License. 9. Fitness of the tanker should be produced by the L1 bidder at the time of agreement. 10. The tanker supply should be done daily to the prescribed points. 11. The tanker driver should have the vehicle log book with him always duly signed by the concerned AE and DE. 12. The copy of log book should be enclosed while submitting the bills. 13. The driver should sign the tankers trip book existing at the filling point 14. There should not be any leakages to the tankers for transportation of water with safe arrangements like capping the tanker with perfect out let valves and with sufficient length of green pipe. 15. Social audit should be enclosed that one responsible person should sign in the log book at that supply point with date, time and phone number. 16. The payment will be paid on the basis of GPS tracking details only. 17. The maintenance charges, fuel charges and wages of driver of the tanker should be borne by the agency/contractor on his own. 18. The driver should have heavy driving license with badge. 19. The agency/contractor will be held responsible for any untoward incidents/accidents etc. (The contractor should have Insurance to his vehicle during the contract period) 20. Minimum number of trips per day is 6 trips, less supply of trips to 6 trips will be deducted.

The tenderer is subjected to be blacklisted and the EMD forfeited if he is found to have misled or furnished false information in the forms/ Statements/ certificates submitted in proof of qualification requirements or record of performance such as abandoning of work not properly completed in earlier contracts, inordinate delays in completion of the works, litigation history and/ or financial failures and /or participated in the previous tendering for the same work and has quoted unreasonable high bid prices. 2. Even while execution of the work, if found that the contractor had produced false/ fake certificates of experience he will be black listed and the contract will be terminated. 3. (a) All the participating bidder should pay an amount of Rs. /-( + )(0.03% of tendered contract value plus tax @ 12 %) towards transaction fee electronically online through payment gateway services provided by ICICI and HDFC Banks using their credit cards and hand over the same to along with EMD. 4. Any further information can be obtained from the Office of the Greater Warangal Municipal Corporation Procedure for submission of bids: The bidder shall submit his response through Bid submission to the tender on eprocurement platform at www.tender.telangana.gov.in by following the procedure given below. The bidder would be required to register on the e-Platform market place tender.telangana.gov.in and submit their bids online. Offline bids shall not be entertained by the Tender Inviting Authority for the tenders published in e-Platform platform. The bidders shall submit their eligibility and qualification details, Technical bid, Financial bid etc., in the online standard formats displayed in e-Platform web site. The bidders shall upload the scanned copies of all the relevant certificates, documents etc., in support of their eligibility criteria/technical bids and other certificate/documents in the e-Platform web site. The bidder shall sign on the statements, documents, certificates, uploaded by him, owning responsibility for their correctness/authenticity. The bidder shall attach all the required documents for the specific tender after uploading the same during the bid submission as per the tender notice and bid document. 1. Registration with e-Platform platform: For registration and online bid submission bidders may contact HELP DESK of M/s TSTS Ltd., Hyderabad, or https://tender.telangana.gov.in. 2. Digital Certificate authentication: The bidder shall authenticate the bid with his Digital Certificate for submitting the bid electronically on e-Platform platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the e-Platform platform. Submission of Hard copies: i) Submission of original hard copies of the uploaded scan copies of Online Transaction Receipt towards EMD by participating bidders to the tender inviting authority before opening of the price bid is dispensed forthwith. ii) All the bidders shall invariably upload the scanned copies of Registration/Online Transaction Receipt in e- Procurement system and this will be the primary requirement to consider the bid as responsive. iii)The Department shall carry out the technical bid evaluation solely based on the uploaded certificates/documents, Online Transaction Receipt towards EMD in the e-Platform system and open the price bids of the responsive bidders. iv) The Department will notify the successful bidder for submission of original hard copies of all uploaded documents, Online Transaction Receipt towards EMD prior to entering into agreement. v)The successful bidder shall invariably furnish the original Online Transaction Receipt towards EMD, certificates/documents of the uploaded scanned copies to the Tender Inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The Department will not take any responsibility for any delay in receipt/non-receipt of original Online Transaction Receipt towards EMD, certificates/documents, from the successful bidder before the stipulated time. On receipt of documents, the Department shall ensure the equinity of the Online Transaction Receipt towards EMD and all other certificates / documents uploaded by the bidder in e-Platform system in support of the qualification criteria before concluding the agreement. 4. The GO. Ms. No. 174 -I&CAD dated: 1-9-2008 Deactivation of Bidders: If any successful bidder fails to submit the original Hard Copies of uploaded certificates/Documents, Online Transaction Receipt towards EMD within the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from participating in the tenders on e-Platform platform for a period of 3 years. The e-Platform system would deactivate the user ID of such defaulting successful bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the Department shall invoke all Processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the Government. The information to this extent may be displayed in the e-Platform platform website. 5. Payment of Transaction Fee: It is mandatory for all the participant bidders from 1st January 2006 to electronically pay a Non-refundable Transaction fee to M/s. TSTS, the service provider through "Payment Gateway Service on E-Platform platform". The Electronic Payment Gateway accepts all Master and Visa Credit Cards issued by any bank and Direct Debit facility/Net Banking of ICICI Bank, HDFC, Axis Bank to facilitate the transaction. This is in compliance as per G.O.Ms. 13 dated 07.05.2006. A service tax of 10.30% + Bank Charges for Credit Card Transaction of 2.09%(inclusive of service tax) on the transaction amount payable to TSTS shall be applicable. 6. Tender Document: The bidder is requested to download the tender document and read all the terms and conditions mentioned in the tender Document and seek clarification if in doubt from the Tender Inviting Authority. Any offline bid submission clause in the tender document shall not be considered. The bidder has to keep track of any changes by viewing the addendum / Corrigendum's issued by the Tender Inviting Authority on time-to- time basis in the E-Platform platform. The Department calling for tenders shall not be responsible for any claims/problems arising out of this. 7. Bid Submission Acknowledgement: The bidder shall complete all the processes and steps required for Bid submission. The system will generate an acknowledgement with a unique bid submission number after completing all the prescribed steps and processes by the bidder. Users may also note that the bids for which an acknowledgement is not generated by the e-Platform system are treated as invalid or not saved in the system. Such invalid bids are not made available to the Tender Inviting Authority for processing the bids. The Government of TS and M/s TSTS is not responsible for incomplete bid submission by users. 27. General Terms & Conditions: 1)Bids are invited on the e-Platform for the above mentioned work from the Contractors/ Contracting firms registered with Government of Telangana. The details of Tender conditions and terms can be down loaded from the electronic procurement platform of Government of Telangana i.e. www.eprocurement.gov.in. 2) Estimate Contract value of work Rs. /- 3) Contractors would be required to register on the e-Platform Market Place tender.telangana.gov.in and submit their bids on line. The Department will not accept any bid submitted in the paper form. 4)EMD to be paid by way of Online Transaction Receipt for Rs. (i.e. 1% of ECV) Online Transaction Receipt in favour of Commissioner, Greater Warangal Municipal Corporation from any Nationalized Bank must be uploaded along with the bids. Failure to upload the Online Transaction Receipt, the tender will be summarily rejected. 5)The successful bidder shall invariably furnish the original Online Transaction Receipt towards EMD and balance EMD 1.5% and certificates/documents of the uploaded scanned copies to the tender inviting authority before entering into the agreement either personally or through courier or post and the receipt of the same with in the stipulated date shall be the responsibility of the successful bidder. The Department will not take any responsibility for any delay in receipt/non-receipt of original Online Transaction Receipt towards EMD, certificates/documents, from the successful bidder before the stipulated time. 6)Period of contract : months 7)The Tenderers shall be required to furnish a declaration in on- line stating that the soft copies uploaded by them are genuine. Any incorrectness/deviation noticed will be viewed seriously and apart from canceling the work duly forfeiting the EMD, Criminal Action will be initiated including suspension of business. 8) The date stipulated in the NIT is fixed and under no circumstances they will be relaxed under unless otherwise extended by an official notification or happen to be Public Holiday. 9) Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable.
