GENERAL TERMS AND CONDITIONS:: 2025-26 1. Registered contractors are eligible as per G.O. MS. No. 94, Dt. 01.07.2003 and its subsequent amendments. 2. GST Registration. 3. PAN Card and Latest Income Tax returns. 4. 1% EMD on estimate cost and transaction fee should pay through online only, DDs are not accepted. 5. EMD & Transaction fee receipt should upload compulsory. 6. Copy of Bid processing fee should be paid by Crossed Demand Draft drawn in Favor of Municipal Commissioner, Madhira Municipality, Khammam District . 7. The successful bidder shall invariably furnish the balance EMD 1.5% and Certificates /documents of the uploaded scanned copies to the tender inviting authority before entering into the agreement either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The Department will not take any responsibility for any delay in receipt/non-receipt of original DD/BG towards EMD, certificates/documents, from the successful bidder before the stipulated time. 8. ASD should be paid by contractor as per G.o Ms No 17 date; 06-02-2004. 9. Even while execution of the work, if found that the contractor had produced false/ fake certificates of experience he will be black listed and the contract will be terminated. 10. The Municipal Commissioner, Madhira Municipality have rights to cancel/recall the tenders without prior notice to the contractors. 11. Registered contractors who Possess the valid registration in the class and category mentioned in the NIT and satisfy all the conditions there in are eligible for this work. 12. Telangana GST registration and Latest GST clearance. 13. All the DD’s and documents Copies should be submitted to the Municipal Commissioner, Madhira Municipality, Khammam District before opening of the tender.. 14. Any document as per NIT terms & conditions. 15. The successful Tenderer should start the work within 3 days from date of receipt of work order duly obtaining mark out from the Municipal Engineer of this office without fail, otherwise the work will be liable for cancel without any further notice and will be processed to keep the contractor in black list. 16. The successful Tenderer should complete the work within the time period specified in the NIT with all standards and those quality steel and cement are only to be used as mentioned in the agreement in the supervision of the Municipal Engineer. 17. Any work in the site shall be started only with the permission of the department and under the supervision of the Municipal engineer. 18. Tenderers shall furnish declaration on Rs. 100/- non judicial stamp paper that they have not been blacklisted in any department in Andhra Pradesh/Telangana. Any wrong declaration in this regard which comes to notice at a later date will disqualify them and the Tenders so received will be rejected and the Tenderer black listed. 19. BID CAPACITY: (a) The sub contractor‘s / GPA holder’s experience shall not be taken into account in determining the bidders compliances with the qualifying criteria. The tenderers who meet the requirement qualification criteria will be qualified only if their available bid capacity is more than the estimated value. The available bid capacity will be calculated as under: Assessed Available Bid Capacity : A x N x 3– B Where A= Maximum value of civil engineering works executed in any one year during the last five years (updated ….. * price level) taking into account the completed as well as works in progress. N= Number of years prescribed for completion of the works for which tenders are invited. B= Value of existing commitments and ongoing works to be completed during the period of completion of works for which tenders are invited. Note: The statement showing the value of existing commitments and ongoing works as well as the stipulated period of completion remaining for each of the works listed should be issued by the Engineer-in-Charge of Government department / undertaking not below the rank of Executive Engineer or equivalent and countersigned by the rank of SE or equivalent. The statement to the above effect will be clearly enclosed to the Bidding document, and the tenderer shall furnish the particulars invariably in the same format failing which the tender shall be treated as incomplete and summarily rejected.
