Bidders must submit signed specifications with the tender terms and provide documents proving eligibility, including Kerala office evidence, CVs of auditors with ≥5 years’ ISO 50001 EnMS experience in petrochemical/refinery, and UKAS/NABCB accreditation proof. The bid requires technical compliance with HOCL requirements and arbitration terms in Kochi.

Required documents include GST registration, PAN, auditor CVs showing ≥5 years’ ISO 50001 EnMS experience, UKAS/NABCB accreditation certificate, evidence of Kerala presence, signed technical bid, and financial solvency undertaking. Ensure all documents are uploaded with the technical bid per ATC.

Auditors must have a minimum of 5 years’ ISO 50001:2018 EnMS audit experience in the petrochemical/refinery sector, with biodata/CVs included. Accreditation must be from a UKAS/NABCB accredited body to meet HOCL’s evaluation criteria.

Any disputes will be resolved via arbitration at Kochi, Kerala, under the IIAC Act 2019 / Indian Arbitration & Conciliation Act 1996, with provision for UNCITRAL Rules for foreign vendors upon mutual agreement.

Auditors must demonstrate compliance with ISO 50001:2018 EnMS, possess UKAS/NABCB accreditation, and provide CVs showing at least five years of petrochemical/refinery EnMS audit experience.

The buyer may adjust contract quantity or duration by up to 25% during contract issuance; post-award, changes remain capped at 25% and bidders must accept revised terms.

Bidders must provide documentary evidence of a Kerala-based office; HOCL will verify the local presence as part of eligibility and technical evaluation during the bid process.
