Invitation to Bid - Procurement Services in BHADRADRI KOTHAGUDEM, TELANGANA

(a) The Bidder shall be a Registered Appropriate Class (Civil) (as per GO Ms.No.94, I & CAD (PW) Department, Dated.01.07.2003 and Subsequent amendments) Contractor/Registered Firm having certificate of incorporation issued by the State/Central Government or State/Central PSU etc.,. Registration under Process shall not be accepted. (b) The bidder should have EPF copy, ESI copy, latest Income Tax clearance certificate filed for the Assessment year 2025-26 with Pan Card, Self declaration Bond, GST registration and enclose the documentary evidence. Registration under process shall not be acceptable (c) Cost of EMD to be paid through online of an amount Rs.9650.00 in favour of the Senior Accounts Officer /O&M/KTPS-VII Stage should not be earlier than the date of issue of the tender notice and is to be up loaded properly. (d) The bidders should submit GSTR- 3B clearance certificate up to the month of April-2026 (or) Latest Updated filing. Otherwise the applications will not be accepted. (e) The firm shall posses Labour License at the time of commencing of the work (f) The work is reserved for Contractors/ agencies with appropriate class of valid civil registration of contractor Only. The necessary copies should be enclosed. Otherwise the bidder offer will not be considered. (e) Experience: The Bidder should have experience in similar nature of work in Railway Works in any one year during the last five Financial years (Not older than 2021-22) in State/Central Govt (Or) State /Central PSU etc.,. The tenderer should upload only experience certificates in respect of Similar nature of works in Railway Works in any one year during the last five Financial years (Not older than 2021-22) in State/Central Govt (Or) State /Central PSU etc., certified by concerned departmental Engineer of the rank of an Executive Engineer or equivalent and counter signed by concerned Superintending Engineer or equivalent. Experience certificates without year wise details will not be accepted and the tender will be considered as incomplete. P.O/Work order/LOI/Agreement copies etc., will not be considered towards experience in execution of similar nature of works. (Mandatory) Responsibility for correctness of the information submitted in the online bid lies with bidder. If any information furnished in the bid is proved to be false at a later date, the bid will not only be rejected but also the bidder will be BLACKLISTED.

(1) All the bidders shall invariably upload the scanned copies in e-Procurement system and this will be the primary requirement to consider the bid responsive. (2) The lowest rate quoted bidder will become successful bidder for this work and should be completed within the stipulated period. In case of contractor failing to complete the work at their quoted rates, the Amount will be forfeited by the TGGENCO. (3) The department shall carry out the technical evaluation solely based on the uploaded certificates/documents, Online payment towards EMD in the e-Procurement system and open the price bids of the responsive bidders. (4) The department will notify the successful bidder for submission of original hardcopies of all the uploaded documents, Online Payment towards EMD prior to issue of LOI. (5) The bids without the required mandatory documents shall be rejected without further consideration. (6) The successful bidder shall invariably furnish the Online payment towards EMD; Certificates/Documents of the uploaded scan copies to the Tender Inviting Authority before issue of LOI, either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The department will not take any responsibility for any delay in receipt/non-receipt of Certificates/Documents from the successful bidder before the stipulated time. On receipt of documents, the department shall ensure Online payment towards EMD and all other certificates/documents uploaded by the bidder in e-Procurement system, in support of the qualification criteria before issue of LOI. (7) If any successful bidder fails to submit the original hard copies of uploaded certificates/documents, Online payment towards EMD within stipulated time or if any variation is noticed between the uploaded documents and the hardcopies submitted by the bidder, the successful bidder will be suspended from participating in the tenders on e-Procurement platform for a period of 3 years. The e-Procurement system would deactivate the user ID of such defaulting bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the work. Other conditions as per tender document are applicable. The bidder is requested to get a confirmed acknowledgement from the Tender Inviting Authority a proof of Hardcopies submission to avoid any discrepancy. (8) The tenderer is liable to be disqualified, if he is found to have mislead or furnished false information in the forms / Statements/ Certificates submitted in proof of qualification requirements and record of performance such as abandoning of work, not properly completing of earlier contracts, inordinate delay in completion of works, litigation history, financial failures and or participated in the previous tendering for the same work and has quoted unreasonable high price etc. Even while executing the work, if found that the contractor had produced false/fake certificates, he will be black listed and the contract will be terminated and his Bid security will be forfeited and work will be carried out through other agency at his cost and risk.

The tenderer shall furnish the declaration that: (1) They have not been black listed in any department due to any reasons. (2) They have not been demoted to lower category in any department for not filing the tenders after buying the tender schedules in a whole year and their registration had not been cancelled for a similar default in two consecutive years. (3) They will agree to get disqualified themselves for any wrong declaration in respect of the above and get their tender summarily rejected. (4) The soft copies uploaded by them are genuine. Any incorrectness / deviation noticed can be viewed seriously and apart from canceling the work duly forfeiting the bid security, criminal action can be initiated including suspension of business and/ or black listing
