Invitation to Bid - Consultancy services for detailed topographical survey, investigation, preparation of estimate, DTP , Design and Drawings for Lift headworks and Gravity distribution system for Malkhed Lift Irrigation Scheme by lifting water from Kagina River for providing irrigation facility in Chittapur Assembly Constituency, Kalaburgi District. in KARNATAKA

The Cover-I (Technical bid) will be opened first and thereafter Cover-II (Financial bid) of only those bidders who fulfill the pre-qualification criteria and other conditions

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Technical bids of all bidders who have up loaded the tender along with all relevant documents and produced the original documents for verification will be considered in the technical evaluation. Further the lowest bidder (L1), highest bid scorer can be determined amongst the other responsive bidders. However, prior to awarding of the work, the successful bidder (L1) would be asked to produce the original documents in support of the uploaded documents to enter into agreement. If the successful bidder does not produce the original documents and establishment of an office as stated above, for entering into a agreement, then his bid will be treated as non-responsive bid as per clause 26 (A) of the KTPP Rules. The names of the bidders who do not produce the original documents will be removed from select list of KNNL enrolment and barred from participation in any of the tenders to be invited by KNNL, apart from forfeiting the EMD, paid through e-cash

A proposal scoring the minimum technical score of 75 out of possible score of 100 will be deemed to be technically responsive. Others will be rejected and their financial bids will not be opened.

Financial Proposals of all the technically responsive bids will be opened and evaluated. Combined evaluation of technical and financial proposals will be carried out in the following manner be technically responsive. Others will be rejected and their financial bids will not be opened

The intending bidders are advised to visit the site of work before submitting their tenders

Before completion of work the intending bidders should hand over all soft copies like Word, Excel, ppts, Pdf, and Autocad other formats as instructed by Engineer in charge of work

If any of the dates mentioned above happens to be a general holiday, the next working day holds good

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reasons whatsoever

Corrigendum will be published in the website http//www.KPPP.karnataka.gov.in for all modifications, corrections, if any

Topographical errors, if any, will not be ground for any claims by the Consultant

Tenders from joint ventures are not acceptable

During the time of technical evaluation, if the employer finds that any certificate/information furnished is false, such bidders will be disqualified and barred from participating in the bid

The tender is required to ensure browser compatibility of the computer well in advance until the last date and time for the receipt of tenders. The department shall not be responsible for non- accessibility due to internet connectivity issues and technical glitches

The tenderer has to produce all the relevant documents as indicated in bid document, in original during the opening of technical bid is mandatory.

In case of the death of consultant after executing /commencement of work, his legal heir, if an eligible registered Consultant and willing can execute the work at the rates irrespective of the cost of work

The procurement entity may debar tenderers, for a period not exceeding three years from participation in its tenders, following such procedure as may be prescribed on the ground that tenderer is engaged in corrupt or fraudulent practices in competing or executing the contract including misleading the procuring entity at any stage of procurement activity with a fraudulent intention.

If the percentage quoted by contractor for the work Is below 90% of the estimated amount put to tender or recast amount put to tender of the department, then the contractor shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted percentage and 90% of the estimated amount put to tender or recast amount put to tender. In case of contractor quotation rates above 125% of the estimated rates then the amount over and above 125 percent will be withheld during the progress of work. The additional performance security will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per the agreement

The intending Consultant should note that, if any of the lands (either in part/parts or in whole) required for the work is not yet acquired by the Nigam, it shall be the responsibility of the consultant to take possession of such land by consent from the owners before commencement of the work at no extra cost to the Nigam & no claims whatsoever relating to non availability of lands would be entertained

The officer competent to accept the tender shall have the right to reject/cancel any or all the tenders without assigning any reason whatsoever
