Mandatory Conditions: " (i) Submission of valid GST Registration(Mandatory), (ii) Payment of online EMD/incase of exemption submission of valid documents as applicable like PEMD/MSME/Sc/ST/Waddera Societies as applicable(Mandatory) (iii)The firm should have previous experience in inspection and overhauling of various Globe valves, Butterfly valves and Non return valves of M/s BHEL Make in thermal power plants of 500 MW and above. (iv) Performance/satisfactory certificate should be produced for inspection and overhauling of various Globe valves, Butterfly valves and Non return valves of M/s BHEL Make in thermal power plants of 500 MW and above. " Terms and Condtion (i) Payment of minimum wages in time to the labor engaged, irrespective of due payments from TGGENCO (or) any other reason, & (ii) any other timely requirements. However, the CE/O&M/KTPS-VII Stage reserves right to accept / reject the application of the purchaser who falls short in any of the above aspects based on the accuracy / inaccuracy of the case; and the decision of CE/O&M/KTPS-VII Stage is final in this regard. Any or all the relevant documents shall be produced, whenever demanded, and issue of the tender schedules is subject to fulfillment of required details. 2) The undersigned reserves the right to alter the above dates; and to reject any (or) all the tenders without assigning any reasons thereof. 3) If any of the above dates happens to be holiday the date may be read as the next working day 4) The rates shall be quoted excluding Statutory Obligations GST etc. 5) If the less rates quoted by the firm / contractor are found to be over 25% less than the estimate value, Additional Security Deposit shall be furnished as desired & communicated by TGGENCO, failing which action will be initiated against the respective 6) Regular PO to the successful bidder can be issued only after fulfilling of all the required conditions including payment & acceptance of Security Deposit, Additional Security Deposit etc., 7)The proposal to deduct 0.01% from the works bills towards Telangana Green Fund (TGF) for future & ongoing works of TGGENCO as per G.O.Ms.No.17, Dt:18.02.2022 of Finance (TFR) Department, Govt. of Telangana and as per instructions of the Special Chief Secretary to Government.

1. The firm should have previous experience in inspection and overhauling of various Globe valves, Butterfly valves and Non return valves of M/s BHEL Make. 1(A): Performance/satisfactory certificate should be produced for inspection and overhauling of various Globe valves, Butterfly valves and Non return valves of M/s BHEL Make in thermal power plants of 500 MW and above. 2. The contractor should follow the labour laws in vogue. 3. The estimated quantities are tentative. Billing will be done as per the actual quantity of work done. 4. The work should be started as and when required as per the instructions of the section officer and should be completed within the stipulated period. For any delay in execution & completion of work by contractor suitable penalty will be levied. 5. The work shall be carried out to the satisfaction of TGGENCO Engineers and as per the scope of work and guidelines issued by the Engineer in-charge. The contractor should carry out the related works if any on instructions of the section officer. 6. All the T&P required for the work shall be brought by the Contractor. 7. The bill of the contractor for the work executed will be passed only on receipt of copies of EPF remittances made by the contractor to the concerned EPF authorities in the independent EPF code No. held by the labour engaged by him against each of work contract also shall be produced to the concerned field officers enabling them to regulate Bills. EPF, ESI/GI, service tax will be paid extra as applicable and limited to the provision made in the estimate on provision of proof of payment. 8. The contractor should render the bill for the work done and also for the amount remitted towards EPF. 9. The contractor should comply with all statutory like EPF, ESI/GI, etc before commencement of work. 10. The sub contract of the work should not be permitted. 11. If the contractor fails to enter into the agreement within one month period from the date of issuing of LOI the contract will be terminated duly forfeiting the SD,PBG,ASD etc. and the same will be finalized by floating fresh tenders. 12. The rates are firm and all inclusive of all incidental charges, leads & lifts etc. 13. All safety precautions/rules as prescribed by safety division/KTPS-VII stage shall be invariably followed. 14. All the safety precautions shall be taken by CONTRACTOR and shall provide necessary safety aids to all its employees as per standard safety code of practice. 15. The CONTRACTOR shall not cause any damage to the plant and equipment of KTPS and to the roads etc. In case any damage is caused to the property of KTPS, the CONTRACTOR shall indemnify for all such damages or losses or the same will be recovered from the bill. 16. The contractor should obtain Insurance for all the personal deployed during the entire period of execution of work. Any expenditure towards the above is to contractor’s accounts only. 17. TGGENCO is not responsible for any accidents for the personal employed by the contractor and the contractor shall indemnify to the TGGENCO/KTPS in such cases. 18. The Superintending Engineer/ O&M/KTPS-VII Stage reserves the right to levy penalty or recover suitable amounts for any lapses of the contractor for not following the terms & conditions of tender specifications. 19. The CE/O&M/KTPS- VII Stage is empowered to cancel/postpone the work without assigning any reason what so ever. 20. The contractor shall keep the site clean & tidy and dispose all waste materials as it accumulates in the site and as directed and shall carryout any measures required to comply with healthy and hygiene conditions on completion of the work. 21. The contractor has to arrange cleaning of site by cleaning scrap and debris after completion of work as per the directions of site-in-charge.

General terms and Conditions ( Max 8000 Characters) GENERAL TERMS & CONDITIONS FOR WORKS 1. The firm should posses valid labour license at the time of commencing the work. 2. The tender must upload the proof of experiences. 3. The cost of tender documents will not be refundable under any circumstances. 4. The Chief Engineer/O&M/KTPS reserves the right to cancel /extend /reject the tender without assigning any reasons 5. Tenders should be quote the rates in prescribed schedule down loaded from the e-tender web site only. 6. Those seeking exemption from payment of EMD should produce proof of valid exemption certificate 7. The contract agencies who are having EPF A/c. should upload a copy of EPF. 8. The rate should be quoted excluding GST, will be paid as per actual on production of remittance challans, limited to the provision made in the estimate. 9. Good Service tax as applicable shall be paid as per rules of eligibility on production of Service tax Registration Number. 10. If the agency fails to execute to the work to the full satisfaction of the field Engineers, the agency will be blacklisted besides forfeiting EMD/SD/Retention amounts. 11. The rates in the tender should be quoted item wise. Tender in which Lumpsum rates are offered will be rejected and no issues in this regard will be entertained. 12. Tenders up to 25 % less than the estimate will be accepted, but for tenders, which are less by more than 25 % of the estimate, a Bank guarantee or demand draft for 5 % of the estimate value will be collected as Additional Security Deposit. 13. Sub contract should not be permitted. 14. The work must be completed during the year 2026-27. 15. TGGENCO is not responsible for any accidents occurred to the labour . Procedure for BID submission ( Max 8000 Characters) The bidder shall submit his response through Bid submission to the tender on e procurement platform at www. e procurement.gov.in in by following procedure given below. The bidder would be required to register on the e-procurement market place www.eprocurement.gov.in or https:// tender. eprocurement .gov.in and submit their bids on line . Off line bids shall not be entertained by the tender. Inviting authority for the tenders published in e procurement platform. The bidders shall submit their eligibility and qualification details, Technical bid, Financial bid etc, in the on line standard formats displayed in e procurement web site. The bidders shall upload the scanned copies of all the relevant certificates, documents etc, in support of their eligibility criteria/ technical bids and other certificates/ documents. Digital certificate authentication: The bidder shall authenticate the bid with his digital certificate for submitting the bid electronically on e procurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the e procurement platform. 3. Hard copies : i)Vide ref. G.O.Ms.No.174, I&CAD dept dated:1-09-2008, submission of original hard copies of the uploaded scanned copies of DD/BG towards EMD by participating bidders to the tender inviting authority before the opening of the price bid is dispensed forthwith. ii) All the bidders shall invariably upload the scanned copies of DD/BG in e-procurement system and this will be the primary requirement to consider the bid responsive. iii) The department shall carryout the technical evaluation solely based on the uploaded certificates/documents, DD/BG towards EMD in the e-procurement system and open the price bids of the responsive bidders. iv) The department will notify the successful bidder for submission of original hardcopies of all the uploaded documents DD/BG towards EMD prior to entering into agreement. V) The successful bidder shall invariably furnish the original DD/BG towards EMD, Certificates/Documents of the uploaded scan copies to the Tender inviting Authority before entering into agreement, either personally or through courier or post and the receipt of the same within in the stipulated date shall be the responsibility of the successful bidder. The department will not take any responsibility for any delay in receipt/non-receipt of original DD/BG towards EMD, Certificates/Documents from the successful bidder before the stipulated time. ON receipt of documents, the department shall ensure the genuinity of the DD/BG towards EMD and all other certificates/documents uploaded by the bidder in e-procurement system. In support of the qualification criteria before concluding the agreement. 4. The GO. Ms. No. 174- I&CAD dated: 1-9-2008 Deactivation of bidders. IF any successful bidder fails to submit the original hard copies of uploaded certificated/documents, DD/BG towards EMD within stipulated time or if any variation is noticed between the uploaded documents and the hardcopies submitted by the bidder, as the successful bidder will be suspended from participating in the tenders on e-Procurement platform for a period of 3 years. The e-Procurement system would deactivate the user ID of such defaulting bidder based on the trigger/recommendation by the tender Inviting Authority in the system. Besides this, the department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the government. Other conditions as per tender document are applicable. The bidder is requested to get a confirmed acknowledgement from the Tender inviting Authority a proof of Hardcopies submission to avoid any discrepancy. 5. Payment of transaction Fee: It is mandatory for all the participant bidders from 1st January 2006 to electronically pay a Non-refundable Transaction fee to M/s. APTS, the service provider through “payment Gateway Service ON e-Procurement platform.” The Electronic payment Gatewat accepts all master and visa credit cards issued by any bank and direct Debit facility/Net Banking of ICICI Bank. HDFC,AXIS Bank to facilitate the transaction. 6. Corpus Fund: As per GO. MS No.4 User departments shall collect 0.04% of ECV (estimated contract value) with a cap of Rs 10,000/- for all works with ECV up to Rs: 50 crores, and Rs: 25000/- for works with ECV above Rest: 50 crores, from successful bidders on e-Procurement platform before entering into agreement. There shall not be any charge towards e-Procurement Fund incase of works, goods and services with ECV less than and up to Rs:. 10 lakh. 7. Tender Document: The bidder is requested to download the tender document and rest all the terms and conditions mentioned in the tender Document and seek clarification if any from the tender inviting authority. 8. Bid Submission Acknowledgment: The bidder shall complete all the process and steps required for Bid submission. The system will generate an acknowledgment with a unique bid submission number after completing all the prescribed steps and processes by the bidder
