Government Tender Published for Appointment of Project Management Agency (PMA) to Provide Implementation Services of construction of 11 KV dedicated feeders and extension of 11 KV line from existing / upcoming dedicated feeders, installation of Distribution Transformer, Erection of LT line on AB cable with new agriculture service connection and R&M of LT line under Mukhyamantri Krishi Vidyut Sambhad Yojana (State Plan) in 9 Circles under the Jurisdiction of NBPDCL, Patna in BIHAR

Period of assignment for Project Management Agency (PMA): Period of assignment for Project Management Agency shall be upto the closure of all circles / project subject to a maximum tenure of 18 months from the date of award of work to PMA. Due to unavoidable reasons there may be requirement of PMA for a period beyond 18 months. In such scenario, an extension of up to 12 months shall be allowed on the same terms and conditions. In case of exceptional circumstances, if services of some professionals are required beyond 12 months, then the escalation in monthly remuneration will be 10%.

The bidder should be a reputed organization having adequate infrastructure and high degree of technical and financial capability. b) Joint Venture shall not be allowed c) The participating bidder should be: i. An Indian company having hundred percent (100%) Indian Ownership. ii. A company registered under The Companies Act, 1956 and further amendments. iii. In operation for at least past 07 (Seven) years as on the date of bid opening iv. Having their registered offices in India Note: Only Indian firms are allowed to participate in the bid through National Competitive Bidding. Foreign/ International Company having any ownership abroad will NOT be eligible. d) The firm must have valid PAN number, GSTIN number and P.F. / ESI Registration e) The participating firm should not be blacklisted by any Government department/ Organization or any public limited company or any bilateral/ multilateral funding agency as on date of bid opening. An affidavit has to be submitted by the bidder to that effect that the firm is not blacklisted/ debarred as on date of the bid opening. f) The participating firm should not be debarred by BSPHCL and its subsidiary companies as on date of bid opening. An affidavit has to be submitted by the bidder to that effect that the firm is not debarred as on date of the bid opening. g) The bidder should have a Minimum Average Annual Turnover (MAAT) INR 25 crores from consulting business in last five financial years. Annual Audited Accounts Statement to be submitted as proof for the same. h) Experience of at least one completed project of PMC/ PMA/Construction Supervision/Project Supervision of State or Central Govt. PSUs/ Corporation/ Departments for Any Infrastructure works in India having project cost of at least INR 200 crore in last 6 years from the date of issuance of RFP. Certificate from the respective organizations will be submitted to claim the experience. Foreign experience shall not be considered. i) Experience of at least one Completed/awarded project of PMC/ PMA for Electrical Infrastructure works for State or Central Govt. PSUs/ Corporation/ Departments in India having cumulative project cost of at least INR 200 crore in last 6 years. Certificate from the respective organizations will be submitted to claim the experience. Foreign experience shall not be considered. j) The liquid asset of bidder should be minimum Rs. 5.00 Crores (Rs. five crores). The bidder shall furnish annual audited accounts and certificate from Chartered Accountants as proof for the same. k) The bidder should have a positive net-worth. Auditor's certificate shall be submitted for the same.

l) Financial and Technical credentials of Parent company/Group Company /Holding company or any kind of subsidiaries/ daughter/sister companies will not be considered for evaluation. m) The weightage given for experience of a firm would depend on the role of the firm in the respective assignments. The firm?s experience would get full credit if it was the sole firm in the respective assignment. If the applicant firm has completed projects as JV with some other firms, weightage shall be given as per the actual JV share. To prove the share, either JV Agreement submitted to Client or completion certificate should be submitted. n) Experience of work done as associate partner or sub-consultant will not be considered for evaluation. For avoidance of doubt, only work done directly for principal employer shall be counted evaluation, sub-consultancy/ back to back works shall not be counted for evaluation.
