1 Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka
2It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
3EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.
4The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders.
5The departments shall not be responsible for non accessibility of KPP-Portal due to internet connectivity issues and technical glitches at bidders end
6The bidder should furnish the details in the formats attached with bid document (KC-4) and upload the same.
7The bidder should upload required documents as per terms & conditions of RFP KC-4 uploaded in the KPP-Portal.
8Schedule of completion of tasks is 18-Months or upto completion of the project.
9The Consultant shall express the price of their services in Indian Rupees. The Bidder should quote their total Consultancy Fees to provide services as per the Terms Of Reference of this RFP (KC-4). The price quoted shall be exclusive GST.
10The turnover certificate shall have UDIN generated through ICAI Portal. Turn over certificate without UDIN shall not be considered and treated as invalid & also upload the last five years profit & loss Statement
11To qualify for award of this contract, the Consultant in its name should submit last five years i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 (a)Achieved in at least Two financial years an average financial turnover of Rs. 67.85 Lakhs (from Consultancy Services which are Civil in Nature
12To qualify for award of this contract, the Consultant in its name should submit last five years i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26The biddder should Completed successfully at least ONE Consultancy Services in Construction Supervision/Project monitoring/Quality Control of Road Projects of National Highway (NH)/State Highways (SH)/Major District Roads (MDR) in KPWD/CPWD, Arterial/Sub Arterial Roads/Trunk Roads in Corporation limits/Urban roads, Residential layouts of BDA/ KHB, Urban Development Authorities, Industrial layout of KIADB, KSIIDC, KSSIDC having value (Cost of the Projects), not less than 50percent of the approximate estimated construction cost i.e., Rs. 33.93 Lakhs
13The Work Done Certificate shall have invariably bearing Work Indent Number issued by the Officer not below the rank of Executive Engineer.
14Shall have minimum 5 years of experience in consultancy services (Credentials obtained from the client not below the rank of Executive Engineer shall be furnished indicating the work done and the consultancy fee obtained for such projects.)
15The Consultant shall have a own Full Fledged NABL Accredited Laboratory in Karnataka.
16Shall have on their Payroll Highway & Structural Design Engineers and necessary staff to monitor the project
17Shall have valid & Licensed Highway Design Software, Auto CAD latest version, Required Printers & Plotters and other office equipments necessary for Preparation of DPR.
18Shall not have been Black listed or Terminated in any of their Previous Projects
19Shall not have any Litigation History in any of their Previous Projects.
20Shall have valid GST Registration and other Statutory Registrations.
21For Consultant services Joint Venture (JV) is not allowed
22The Consultants shall mandatorily pay a flying visit to 100% length of the Project Roads and submit Brief Reports
23The Technical Proposal should provide the information using the attached Standard Forms (Section 3)
24The bidder should have minimum 1 mobile unit testing Laboratory in the company name registration of vehicle with photo must be attached.
25The firm must have completed project management work for road project of Asphalt road/ having length not less than 4.37 km
26The returns submitted to the I.T. along with the Profit and Loss account statement submitted to the I.T. Department should be uploaded for the financial turnover criteria as per tender document attested by Chartered Accountant.
