The intending bidder should have achieved a minimum financial turnover of For work Rs 100.16 Lakhs in at least two financial years during the last 5 years reckoned back from 2025-26.Audited profit and loss statement with year wise turnover statement certified by a practicing Chartered Accountant with mentioned compulsory UID number along with copy of Income Tax returns filed for the two years indicated above shall be furnished. If UID Number not mentioned treated as incomplete and rejected
The intending bidder/firm/Company should have satisfactorily completed at least one single work in any department under projects of value in the last 5 years 2021-22 to 2025-26 should have satisfactorily completed at least 90 percent of the contract value of ongoing works as prime contractor at least one similar nature of work of value not less than For work Rs 25.04 Lakhs.

Consultancy /firm should have satisfactorily completed 3 similar nature of works of obtaining Environmental Clearance in Any Department under Government sectors as per MoEF guidelines during the last 5 years from 2021-22 to 2025-26. Certificate obtained from the concerned Executive Engineer of the project should be submitted
As per MoEF, New Delhi office memorandum dated 04.08.2009, consultancy firm should have in-house CPCB and NABL recognized laboratory under Environment (Protection) Act, 1986 with NABL accreditation for collection of baseline data.
Details of Organization set up State whether proprietorship, partnership, private Limited or Public Limited.

The consultant has to submit a detailed a detailed work plan in the from of Bar chart for various activities of assignment keeping in view the total period allotted for the assignment which shall be approved by the authority.
The consultant shall supply required copies of reports from time to time that are needed in connection with the obtaining Environmental Clearance from time to time on free of cost.

1.The Consultant should give a detail execution plan and furnish programme to complete the works in all respect within the stipulated period of completion. 2.Each of the documents uploaded to the e-portal should be self-attested by the Consultant or an authorized representative in case of firm/company. 3.The evaluation of the technical bid will be done based on the information provided by the Consultant as per his documents, duly verified if necessitates.

Certificates should be obtained from the Officer not below the rank of Executive Engineer and countersigned by concerned Superintending Engineer.

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under Assessed available tender capacity -(AXNX2.5- B) where A -Maximum value of civil engineering works executed in any one year during the last five years( 2021-22 to 2025-26) (updated to 2025-26 price level) taking into account the completed as well as works in progress. N-Number of years prescribed for completion of the works for which tenders are invited. B- Value, at 2025-26 price level, of existing commitments. And on-going works to be completed during the next 11/12 years (period of completion of the works for which Tenders are invited) Note: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent
The schedule-B of Tender Document should be filled with percentage both in figures & words.
During the time of technical evaluation, if the employer finds that any certification / information furnished is false, such bidders will be disqualified and barred from participation in the bid.
If any bidder fails to satisfy the conditions mentioned at Para 1.1 to1.9 above, such bids shall be rejected.
The intending bidders are advised to visit the work site before submission of the tenders.
Tendering by the Joint Venture will not be allowed.
The bid shall be technically evaluated based on the specifications indicated in Contract Data and Scope of work in bid document.
Any bidder who is otherwise technically qualified withdraws from the bidding process at any stage before a final decision is taken on the tender, the EMD of such bidder shall be forfeited, the name of such bidder shall be removed from the category list of contractors at least for a minimum period of one year in KNNL, besides making such bidders liable for blacklisting.
The bidders required to submit the breakup of price in support to this quote. In the absence of such information the cost of individual component shall be worked out in proportion to the estimate.
The intending contractor should note that, if any of Lands (Either in part/parts or in whole) required for the work is not yet acquired by the Nigam, it shall be the responsibility of the contractor to take possession of such land by consent from the owners before commencement of the work at no extra cost to the Nigam & no claims whatsoever relating to non availability of lands would be entertained.
The Contractor is responsible for any damages due to natural calamity the Government or Nigam will not give any compensation.
The Bidder shall be responsible for successful performance of the contract.
The Bidder to participate in the tender under single bid basis only. Any violation will attract disqualification of the bid.
The contractor/authorized signatory should attach his/her scanned signature to the schedule-B before uploading and also submitting their tenders
The necessary certificates/documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to their e-tender documents. The Original certificates/documents shall be produced if necessitates.
All works are to be carried out as per standard specification issues from time to time. IRC and as per relevant IS Codes.
Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.
If the percentage quoted by contractor for the work is below Ninety percent (90%) of the amount put to tender (updated cost as per CSR) then the successful contractor shall furnish an additional performance security in the form of bank guarantee for an amount equivalent to the difference between the cost as per quoted percentage and Ninety percent (90%) of the amount put to tender (updated cost as per CSR) before executing the agreement. In case of contractor quoting the percentage above One Hundred and twenty five percent (125%) of the amount put to tender (updated cost as per CSR) then the amount over and above One Hundred and twenty five percent (125%) of the amount put to tender (updated cost as per CSR) will be withheld during the progress of work.
Topographical errors (if any) will not be the ground for any claims by the Contractor.

The evaluation will only be done based on the information provided by the contractor as uploaded in the KPP-portal.
The tender processing charges paid by the bidders are non-refundable, even if the tenders are cancelled.
The Consultants/Firm shall send the authorization letter of their representatives, duly attested by their signature.
Tenders will be opened on the due date in presence of the contractors or their authorized representatives.
Department has no binding/obligation for providing quarters or any civic amenities for the accommodation of workers provided by the agency.
The Consultant should furnish the name of the individual/ firm with address & telephone No. with place of registration, year of incorporation etc.
EMD of the un-successful bidders will be refunded only after the acceptance of tenders by the competent authority. (Clause 21 of formal tender notice).
Each of the documents uploaded to the KPP-Portal should be self-attested by the Consultant or an authorized representative in case of firm/company
After successful completion of the work the tested materials and samples, registers & reports etc are to be handed over (before obtaining completion certificate) to our Division and Sub Division.
If any of the dates mentioned above happens to be a general holiday, the next working day is valid.
The Consultant should adhere to the accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work and other local problems if any
