1. Registered Civil contractors are eligible as per G.O. MS. No. 94, Dt. 01.07.2003 and its subsequent amendments. 2) The intending Tenderers would be required to enroll themselves on the procurement market place at https://tender.telangana.gov.in. 3) Copy of valid GST Registration Certificate shall be uploaded. (If GST Provisional Certificate submitted, the bidder should submit the Original GST Registration Certificate at the time of Agreement). 4) Copy of PAN shall be submitted. 5) Copy of latest IT Returns along with Acknowledgement Receipt. 6) 1% EMD on estimate cost and transaction fee should pay through online only DDs are not accepted otherwise tender should be summarily rejected. EMD @ 1.00% shall be uploaded at the time of tender and balance EMD @ 1.50% shall be paid at the time of concluding Agreement. 7) EMD fee receipt should upload compulsory. 8) The successful bidder shall invariably furnish the balance EMD 1.5% and certificates/documents of the uploaded scanned copies to the tender inviting authority before entering into the agreement either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The payment will be made on the quality report from approved government laboratory. 11) Even while execution of the work, if found that the contractor had produced false/ fake certificates of experience he will be black listed and the contract will be terminated. 12) The Municipal Commissioner, Manuguru has rights to cancel/recall the tenders without prior notice to the contractors. 13) The tender inviting authority reserves the right to accept or reject any tender or all tenders and to cancel the tendering process, at any time prior to the award of contract, without thereby incurring any liability to the affected tenderer or tenderers or any obligation to inform the affected tenderer or tenderers of the reasons for such action. 14) The Tenderer should upload scanned copies of registration and produce attested copies of evidence of their registration in required class (As specified in NIT) before the date of opening of Price bid. Any wrong declaration in this regard which comes to notice at a later date will disqualify them and the Tenders so received will be rejected and the Tenderer black listed. 16) Contractors shall furnish self-declaration on Rs. 100/- Non judicial stamp paper. 17) Details of the existing commitments i.e., works on hand and works for which tenders are submitted in Statement – IV. 18) Contractor shall furnish self-declaration regarding his No History of Litigation with self attested sign. 19) Transaction fee: The Transaction fee at 0.03% on ECV (Estimate Contract value) of work and 18 % on transaction fee as GST Payment Gateway Service on E-Procurement platform to TSTS Ltd, Hyd. 20) Successful Tenderer shall pay the Corpus fund to TS @ 0.04% on ECV in the form of DD payable at Hyderabad and drawn in favour of TSTS, Hyderabad to sustain e procurement initiatives, research and development of software application for automation for process in user departments. 21) The successful Tenderer is expected to complete the work within the time period specified in the NIT. 22) The successful Tenderer should be started the work within 3days from date of receipt of work order duly obtaining mark out from the Municipal Assistant Engineer, Manuguru Municipality without fail, otherwise the work will be liable for cancel without any further notice and will be processed to keep the contractor in black list. But for tenders less by more than 25% of the estimated Contract Value of work, the difference between the tendered amount and 75% of the estimated contract value, shall be deposited by the successful tenderer at the time of concluding agreement as an additional security to fulfill the contract through a Bank Guarantee in the prescribed format or Demand Draft from a Nationalized Bank which is valid till the completion of the work in all respects and till the completion of the defects liability period. 23) The successful Tenderer should complete the work within stipulated time as per departmental procedure. The costs of visiting the site shall be at the Tenderer’s own expense. b. The earnest money deposited by the successful tenderer will not carry any interest and it will be dealt with as provided in the conditions stipulated in the tender. The Bank Guarantee on Nationalised Bank furnished by the tenderer towards additional security amount shall be valid till the work is completed in all respects. c. The E.M.D. shall be forfeited. (a) If the Tenderer withdraws the Tender during the validity period of Tender. (b) In the case of a successful Tenderer, if he fails to sign the Agreement for whatever the reason. (c) If fails to furnish the required security deposit. d. The Department will not hold any risk and responsibility for the loss in transit during uploading of the scanned document, for the invisibility of the scanned document online, and any other problem(s) encountered by the Tenderers while submitting his bids online. G.O.Ms.No.174, I&CAD dept dated:1-9-2008, submission of original hard copies of the uploaded scanned copies of DD/BG towards EMD by participating bidders to the tender inviting authority before the opening of the price bid is dispensed forthwith. i) The GO. Ms. No. 174 -I&CAD dated: 1-9-2008 Deactivation of Bidders If any successful bidder fails to submit the original hard copies of uploaded certificates/documents, DD/BG towards EMD within stipulated time or if any variation is noticed between the uploaded documents and the hardcopies submitted by the bidder, as the successful bidder will be suspended from participating in the tenders on eProcurement platform for a period of 3 years. The eProcurement system would deactivate the user ID of such defaulting bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the government. Other conditions as per tender document are applicable. ii) The bidder is requested to get a confirmed acknowledgement from the Tender Inviting Authority a proof of Hardcopies submission to avoid any discrepancy. The Bank Guarantee on Nationalised Bank furnished by the tenderer towards additional security amount shall be valid till the work is completed in all respects. c. The E.M.D. shall be forfeited. Ms. No. 174 -I&CAD dated: 1-9-2008 Deactivation of Bidders If any successful bidder fails to submit the original hard copies of uploaded certificates/documents, DD/BG towards EMD within stipulated time or if any variation is noticed between the uploaded documents and the hardcopies submitted by the bidder, as the successful bidder will be suspended from participating in the tenders on eProcurement platform for a period of 3 years. The eProcurement system would deactivate the user ID of such defaulting bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the government. Other conditions as per tender document are applicable. ii) The bidder is requested to get a confirmed acknowledgement from the Tender Inviting Authority a proof of Hardcopies submission to avoid any discrepancy. VI) Last date / time for Submission of the Tenders. a. Tenders must be submitted online not later than the date and time specified in NIT. b. The Municipal Commissioner, Manuguru may extend the dates for issue and receipt of Tenders by issuing an amendment in which case all rights and obligations of the Municipal Commissioner, Manuguru and the Tenderers will remain same as previously.
