Division, Srikalahasti on e-procurement platform from 01-06-2026 to 08-06-2026 up to 17.00 Hours for the work ?Repairs and Renovation to the Escape gates at KM 67.650 of SSG Canal inThottambedu Mandal of Tirupati District.? The Price Bid of those tenderers who are determined as qualified as per eligible criteria will be opened at 11.00 Hours on 09-06-2026. The Price Bid of unqualified tenderers will not be considered responsive. 1.2. The tender shall be in the prescribed form obtained from ?e? procurement Platform. The dates stipulated in the Tender Notice under Columns-8, 9, 10 are firm and remain unchanged unless officially extended. 1.3. The following documents should be uploaded along with the bid. 1. Check slip to accompany the tender (available on website) duly filled in with relevant information. Attested copy of registration certificate. ?Registered Contractor Class V (Civil) and above as per G.O.Ms.No.63, Water Resources(Reforms). Dept., dt.13.11.2025?. 2. Income tax clearance certificate and PAN Card Number. 3. E.M.D. of Rs.6,400/- to be paid in Online favour of Executive Engineer, NTR TGP Division, Srikalahasti for the specified amount towards earnest money deposit. a) Liquid Assets/ Credit Facilities of not less than Rs?--- Lakhs from any Nationalized Bank in the form of Solvency Certificate. b) E.M.D. of Rs.6,400/- to be paid in Online in favour of Executive Engineer, NTR TGP Division, Srikalahasti. 1.4 THE TENDERER SHALL FURNISH DECLARATIONS THAT : a) They have not been black listed in any department in the A.P. due to any reason. b) That they have not been demoted to lower category or their registration has not been cancelled in any department in A.P. c) That they will agree to get disqualified themselves for any wrong declaration in the respect of the above and to summarily reject their tenders. 2.1 If the tender is made an individual, it shall be signed with his full name and his address shall be given. If it is made by a firm, it shall be signed with the Co partnership name by a member of the firm, who shall also sign his own name and the name and address of each member of the firm shall be given. If the tender is made by corporation it shall be signed by an authorized officer who shall produce with his tender satisfactory evidence of his authorization. The tenderer while submitting the tender shall furnish a Online Payment 1% of the Estimate Contract Value should be in favour of Executive Engineer,NTR Division,Srikalahasti. . The Department shall carry out the technical bid evaluation solely based on the uploaded certificates/documents, Online Payment towards EMD in the e-procurement system and open the price bids of the responsive bidders. The Department will notify the successful (L1) bidder for submission of original hard copies of all uploaded documents, Payment towards EMD prior to entering into agreement. The successful (L1) bidder shall invariably furnish the original Online Payment towards E.M.D., certificates / documents of the uploaded scanned copies to the Tender Inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The Department will not take any responsibility for any delay in receipt / non-receipt of original Online Payment towards EMD, certificates/documents, from the successful bidder before the stipulated time. Similarly, if any of the certificates, Documents, etc., furnished by the bidder is found to be false/fabricated/ bogus, the bidder will be Black Listed and the E.M.D. forfeited. If any successful (L1) bidder fails to submit the original Hard copies of uploaded certificates / Documents, Online Payment towards EMD within the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from participating in the tenders on ?e?-Procurement platform for a period of 3 Years. The ?e?-Procurement system would deactivate the user ID of such defaulting successful bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the Department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the Government as per G.O.Ms.No.174, I&CAD (PW-Reforms) Department, Dtd:01-09-2008. Payment of EMD (Earnest Money Deposit) : The EMD payable along with the bid is 1% of the estimated contract value and the balance EMD payable at the time of concluding agreement is 1½% of contract value. The DD shall be valid for a period of 6 months. Zerox copy of the Online Payment is to be scanned and uploaded along with the BID and the original Online Payment shall be sent to the concerned Executive Engineer by the successful (L1) bidder only prior to entering into agreement. Failure to furnish the original Online Payment to the Department before concluding Agreement, it will entail rejection of bid and blacklisting the L1 bidder. 3.3. The successful tenderer shall however pay the balance E.M.D. calculated at 2½ % of the E.C.V. less the EMD paid along with the tender at the time of the signing the agreement in shape of Online Payment in favour of Executive Engineer. NTR TGP Division, Srikalahasti. The e-procurement corpus funds:- The successful bidder shall have to pay e-procurement corpus fund of Rs.0 at 0.04% of E.C.V through online payment in favour of A.P.T.S Limited, Vijayawada at the time of concluding agreement. As per G.O.Ms. No.210 I&CAD (PW. Reforms) Dept, dt.22-11-2005. ?If the lowest tenderer does not turn up to conclude the Agreement even after specified time mentioned in the notices, the concerned Agreement concluding Authority shall suspend the Business of the irregular tenderer for a minimum period of One year duly forfeiting the EMD. The Agreement concluding authority shall intimate to M/s Upadhi Technology, Vijayawada., to disable the Digital key issued to the bidder for a period of One year from the date of intimation M/s Upadhi Technology, Vijayawada., shall take action as per the request of the Agreement concluding Authority with immediate effect.. The Agreement concluding authority shall intimate the fact of action taken to all the HODs of all the Engineering Departments?. 3.4 --- Deleted --- 3.5 The E.M.D. paid by successful tenderer will be retained by the Department. The E.M.D. if retained in the shape of Online Payment will not carry any interest. It will be dealt with as provided in the tender. 3.6 --- Not Applicable--- 3.7 The retention amount from the bills will be deducted at the rate of 7.5% as usual. 3.8. The E.M.D. will be returned to the qualified but unsuccessful tenderer either after finalization of tenders or on expire of validity of tenders which ever is earlier. 3.9 The tenders received will be decided with in a period of three months after the expiry of the last date prescribed for the receipt of the tenders and the decision regarding the disposal of the tenders will be informed at any time with in the said period. The Tenders shall remain valid for a period of three months. 3.10 The Chief Engineer, NTR-Telugu Ganga Project Tirupathi is vested with the powers to scrutinize the tenders received and in case of any discrepancy or non-adherence of any tender conditions the same will be communicated which will be binding on both the tender concluding authority and the contractor. In case of any ambiguity in this the decision taken by the Chief Engineer, NTR-Telugu Ganga Project, Tirupathi on tenders shall be final. 3.11. During the above mentioned period no plea by the tenderer for any sort of modifications or mistake or for any reason will be entertained. 3.12 All the earnest money deposited by the tenderer will be forfeited to the Government if the authority competent to accept the tender as desires in the event of such tenderer withdrawing his tender within the period of three months as specified above. 4.0 In consideration of the Superintending Engineer / Chief Engineer/ Commissionerate of Tenders undertaking to investigate and to take into account each tender and in consideration of the work there by involved, all earnest monies deposited by the tenderer will be forfeited to the Government in the event of such tenderer either modifying or with-drawing his tender at his instance within the said period of three months. 5.1 When a tender is to be accepted the tenderer whose tender is under consideration shall attend the office of the Executive Engineer, NTR TGP Division, Srikalahasti on the date fixed by written intimation to him. He/She shall forthwith upon intimation being given by the Superintending Engineer of acceptance of his tender make payment of balance E.M.D. and sign an agreement in the proper departmental form for the due fulfillment of this contract. This security deposit together with earnest money and the amount with held according to condition-3 of Schedule-?E? shall be retained as security for the due fulfillment of this contract. If a cash security deposit is made by the contractor he shall follow the procedure laid down in the preceding paras for payment of EMD and such deposit will not bear interest. Failure to attend the Superintending Engineers office on the date fixed in the written intimation from such office or to enter into the required agreement shall entail forfeitures of the Earnest Money. The written agreement to be entered into between the contractor and the Government shall be the foundation of the rights and obligations of both the parties and the contract shall not be deemed to be complete until the Agreement has first been signed by the contractor and then by officer authorized to enter into contract on behalf of the Government. 5.2 The successful tenderer has to sign an agreement within a period of 15 days from the date of receipt of communication of acceptance of his tender. On failure to do so his tender will be cancelled duly forfeiting the EMD. paid by him without issuing any further notice. 6.1 The tenderer shall examine closely the A.P.S.S. and also the standard preliminary specifications contained therein and sign the Superintending Engineer's office copy of the APSS and its addenda volume in token of such study before submitting his tender which shall be for finished work in- site. He shall also carefully study the drawings and additional specifications and all the documents, which form part of the agreement to be entered into by the successful tenderer. The A.P.S.S. and other documents connected with contract such as specifications plus descriptive specifications sheet regarding materials etc. can be seen at any time between 11.00A.M. to 5.00 PM. on all working days in the office of the Superintending Engineer. The defect liability period of contractor shall be 12 (Twelve) Months. The Contractor is responsible for the quality of works executed till the expiry of defect liability period. A schedule of quantities accompanies the tender schedule. It shall be definitely understood that the Government does not accept any responsibility for the correctness or completeness of this schedule and is liable to alterations by omissions, deductions or additions at the direction of the Executive Engineer, or as set-forth in the conditions of the contract. The tenderer will however base his lumpsum tender on this schedule of quantities. The tender schedules should contain not only the quantities but also the rate worked out by the department and the amount for each item and the total value of the contract. The tenderer will not be required to quote item-wise. The schedule A of Price Bid will contain the working items indicated as Part-I and L.S. provisions as Part-II. The premium or discount quoted by the contractor will be applicable to Part-I. However the provisions contained in the Part-II will be operable basing on the conditions provided in the Tender Schedules subject to the maximum of amount provided therein and the same amount will be released on production of proof of documentary evidence as and when required. The Tenderer will not be required to quote Item-wise. The Tenderer should quote clearly their willingness to execute the work either at the estimate contract value of work or at a percentage in excess of the estimate contract value or at a percentage less than the estimate contract value indicated at Part-I of Price Bid at the space provided therein. The percentage shall be restricted to two decimals only. 11.0 The tenderer offering a percentage deduction or increase in the estimate amount and those not submitted proper form in due time will be rejected. Rates of lumpsum amount for items not called for shall not be included in the tender. No alteration which is made by the tenderer and the contract form, the condition of the contract, the drawing, specifications or quantities accompanying the same will be recognized and if any such alterations are made the tender will be void. 12.1 The tenderer should work out his own rates arrive at total of the tender and quote his/her tender percentage with reference of the E.C.V. notified. 12.2 A tenderer submitting a quotation which the tender accepting authority considered excessive and or indicating of insufficient knowledge of current prices or definite attempt of profiteering will render himself/herself liable to be debarred permanently from tendering or for such period as the tender accepting authority may decided.

24.1 If any dispute or difference of any kind whatsoever shall arise between the department and the contractor in connection with, or arising out of the Contract, of the execution of the works, whether during the progress of the works or after their completion and whether before or after the termination, abandonment or breach of the contract, if shall in the first place, be referred to and settled by the Executive Engineer who shall, within a period of thirty days after being requested by the contractor to do so, give written notice of his decision to the contractor. Upon receipt of the written notice of the decision of the Executive Engineer the Contractor shall promptly proceed without delay to comply with such notice of decision. 24.2 If the Executive Engineer fails to give notice of his decision in writing within a period of thirty days after being requested or if the Contractor is dissatisfied with the notice of the decision of the Executive Engineer, the Contractor may within thirty days after receiving the notice of decision appeal to the Superintending Engineer who shall afford an opportunity to the Contractor to be heard and to offer evidence in support of his appeal, the Superintending Engineer shall give notice of his decision within a period of thirty days after the Contractor has given the said evidence in support of his appeal, subject to arbitration as hereinafter provided. Such decision of the Superintending Engineer in respect of every matter so referred shall be final and binding upon the contractor and shall forthwith be given effect to by the contractor, who shall proceed with the execution of the works with all due diligence whether he requires arbitration as hereinafter provided, or not. If the Superintending Engineer has given written notice of his decision to the contractor and no claim to arbitration, has been communicated to him by the Contractor within a period of thirty days from receipt of such notice, the said decision shall remain final and binding upon the Contractor. If the Superintending Engineer shall fail to give notice of this decision, as aforesaid, within a period of thirty days after being requested as aforesaid, or if the Contractor be dissatisfied with any such decision, then and in any such case the Contractor within thirty days after the expiration of the first named period of thirty days as the case may be, require that the matter or matters in dispute be preferred to arbitration as hereinafter provided. 24.3 Except as otherwise providing in the contract, any disputes and differences arising out of or relating to the contract shall be referred to adjudication as follows: A) i) Settlement of all claims up to Rs.50,000/- in value and below by way of arbitration to be referred as follows: (a)Claims up to Rs.10,000/- : Superintending Engineer, in value. TGP&GNSS Circle, Tirupati. (b)Claims above Rs.10,000/- : Chief Engineer and up to Rs.50,000/- in value. NTR TGP, Tirupati. The arbitration proceedings will be conducted in accordance with the provisions of the Arbitration Conciliation Act. 1996 as amended from time to time. The arbitration shall invariably give reasons in the award. ii) Settlement of all claims above Rs.50,000/- in value. a) All claims above Rs. 50,000/- in value shall be decided by the Civil Court of competent jurisdiction i.e., Sub-ordinate Judge Court, Srikalahasti by way of a regular civil suit and not by arbitration. b) A reference for adjudication under these clauses shall be made by either party to the contract within six months from the date of intimating the contractor of the preparation of final bill or his having accepted payment which ever is earlier. c) The relevant clause of A.P. Standard Specification stands modified to the extent provided in this clause. Whereas the Government of Andhra Pradesh (herein after called the Government) are desirous of taking up the work of ?Repairs and Renovation to the Escape gates at KM 67.650 of SSG Canal inThottambedu Mandal of Tirupati District.? and have caused an estimate of probable quantities contained in Schedule-?A?, drawings and specifications describing the work to be done to be prepared. And whereas the said Schedule-?A? drawings numbered serially 1 to ___ inclusive(Schedule-?B?) and the Special Specifications(Schedule-?C?), additional conditions for materials (Schedule-?D?), General Conditions (Schedule-?E?), detailed tender notice tender articles of Agreement have been signed by or on behalf of the parties here to. towards balance E.M.D. on E.C.V. at 1.5% have been produced with towards additional security for the due fulfillment of the contract to the satisfaction of Executive Engineer, and the Contractor having agreed to keep it valid till the completion of work plus twenty four months observation period. And whereas the Contractor has agreed that during the course of the Contract period and amount at the rate of 7.50% of the value of work done will be withheld from the bills where there is no lumpsum deposit of Rs.3,00,000/- and at 3.50% where there is a lumpsum deposit of Rs.3,00,000/- up to a value of Rs.50.00Lakhs, at 2% above Rs.50.00Lakhs and up to Rs.1 Crore and at 1.50% above Rs.1Crore. And whereas the Contractor has also signed the copy of the Andhra Pradesh Standard Specification and addenda volume thereto maintained in the Circle Office in acknowledgement of being bound by all the conditions of the clauses of the Standard Preliminary Specification and all the standard specifications for items of works described by a Standard Specification number in Schedule-?A?. And whereas Contractor has agreed to execute upon and subject to the conditions set forth in the Preliminary Specification of the Andhra Pradesh Standard Specifications and such other conditions as are contained in all the specifications forming part of this contract (herein after referred to as ?the said conditions?) the work shown upto the drawing and described in the said specifications and set forth in Schedule-?A? as the ?Probable quantities? and comply with the rates of progress noted at the end of this articles of Agreement of a sum of Rs./- (Rupees ___________________________ __________________ only) or such other sum as may be arrived at under the Clauses of the Standard Preliminary Specifications relating to payment on lumpsum basis or by final measurement at unit rate. towards balance E.M.D. on E.C.V. at 1.5% have been produced with towards additional security for the due fulfillment of the contract to the satisfaction of Executive Engineer, and the Contractor having agreed to keep it valid till the completion of work plus twenty four months observation period. The bidder shall submit his response through Bid submission to the tender on eProcurement platform at www.apeprocurment.gov.in by following the procedure given below. The bidder would be required to register on the e-procurement market place https://tender.apeprocurement.gov.in and submit their bids online. Offline bids shall not be entertained by the Tender Inviting Authority for the tenders published in e-procurement platform. The bidders shall submit their eligibility and qualification details, Technical bid, Financial bid etc., in the online standard formats displayed in eProcurement web site. The bidders shall upload the scanned copies of all the relevant certificates, documents etc., in support of their eligibility criteria/technical bids and other certificate/documents in the eProcurement web site. The bidder shall sign on the statements, documents, certificates, uploaded by him, owning responsibility for their correctness/authenticity. The bidder shall attach all the required documents for the specific tender after uploading the same during the bid submission as per the tender notice and bid document. The Bidder shall also ensure prior to Final Bid submission that the Encryption certificate present in the DSC Key token is the same as that mapped into his Profile page in the Eprocurement system. Service provider shall not be responsible for Non-submission of Bid in case there is a variance in the Encryption certificate between the Key token and the Uploaded certificate in the Bidders profile in the Eprocurement system. G.O.Ms.No.174, I&CAD dept dated:1-9-2008, submission of original hard copies of the uploaded scanned copies of Proof of online Payment (Remittance)/BG towards EMD by participating bidders to the tender inviting authority before the opening of the price bid is dispensed forthwith. ii) All the bidders shall invariably upload the scanned copies of Proof of online Payment (Remittance)/BG in eProcurement system and this will be the primary requirement to consider the bid responsive. iii) The department shall carry out the technical evaluation solely based on the uploaded certificates/documents, Proof of online Payment (Remittance)/BG towards EMD in the eProcurement system and open the price bids of the responsive bidders. iv) The department will notify the successful bidder for submission of original hardcopies of all the uploaded documents Proof of online Payment (Remittance)/BG towards EMD prior to entering into agreement. v) The successful bidder shall invariably furnish the original Proof of online Payment (Remittance)/BG towards EMD, Certificates/Documents of the uploaded scan copies to the Tender Inviting Authority before entering into agreement, either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The department will not take any responsibility for any delay in receipt/non-receipt of original Proof of online Payment (Remittance)/BG towards EMD, Certificates/Documents from the successful bidder before the stipulated time. On receipt of documents, the department shall ensure the genuinity of the Proof of online Payment (Remittance)/BG towards EMD and all other certificates/documents uploaded by the bidder in eProcurement system. In support of the qualification criteria before concluding the agreement. 4. The GO. Ms. No. 174 -I&CAD dated: 1-9-2008 Deactivation of Bidders If any successful bidder fails to submit the original hard copies of uploaded certificates/documents, Proof of online Payment (Remittance)/BG towards EMD within stipulated time or if any variation is noticed between the uploaded documents and the hardcopies submitted by the bidder, as the successful bidder will be suspended from participating in the tenders on eProcurement platform for a period of 3 years. The eProcurement system would deactivate the user ID of such defaulting bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the government. Other conditions as per tender document are applicable. The bidder is requested to get a confirmed acknowledgement from the Tender Inviting Authority a proof of Hardcopies submission to avoid any discrepancy. 5. Payment of EMD: It is mandatory for all participant bidders to electronically pay EMD Online by utilizing the 'Payment Gateway Service on E-Procurement platform'. The Electronic Payment Gateway accepts all Master and Visa Credit Cards issued by any bank and Direct Debit facility/Net Banking/NEFT payment modes through ICICI Bank and/or Axis Bank Payment Gateways to facilitate the transaction. This is in compliance as per G.O.Ms. 08 dated 08.05.2016. A GST of 18.00% + Bank charges on the transaction amount payable to APTS shall be applicable. In addition to this, Bidders can also pay the EMD through Download of PDF format of RTGS Challan for respective Payment gateway and pay the EMD through their Parent Bank account. Once the EMD is received by the EProcurement application, Bidders can automatically continue with their Bid Submission online. IMPORTANT NOTE REGARDING EMD PAYMENT: 1. Bidders are encouraged to use only Net banking facility for payment of EMDs as far as possible for faster refunds in case of unsuccessful Bids for the Tender. 2. Bidders are advised not to use RTGS Challan downloads at the penultimate hour of Bid submission closing as any delay by their banker would not enable Bid submission on the platform. Please allow a minimum of 60 minutes for enabling 'Continuation of Bid Submission' from the time the Pool Account receives credit of the EMD from the Bidders Bank for both NEFT and RTGS Transfers. For RTGS Transfers, the Pool Account can get immediate credit whereas NEFT transfers would follow RBI Payment Cycle time. 3. Bidders are advised to pay EMD Online atleast T-1 or T-2 days before Bid submission closing date (T= Bid submission closing date) to avoid last minute delays and denials of successful Bid submission and to take care of any delays in Banking procedures. Un Successful Bidder EMD Refund process: - The bid is declared unsuccessful, under the following circumstances. Bid submitted by the bidder is not the lowest bid. Upon Finalization of the L1 Bid. Technical Disqualification of the Bid in case of 2 cover system. EMD paid but bid not submitted EMD refund will be initiated by the Tender Inviting Authority directly and through Online only and through the same payment channels as EMD received by the Department. (RTGS / NEFT /Credit Card /Debit Card refund), within 30 days from the date of publishing the Decision / Result. However, Service Provider /GoAP will not be held responsible for the delays occurring due to banking channels/procedures/processes of the respective vendor. IMPORTANT NOTE REGARDING EMD REFUNDS: Bidders are requested to use discretion in their choice of payment channel for remittance of EMD. Time taken for Refunds under Ideal conditions: 1. Net Banking / NEFT / RTGS Challan: One (1) Banking Business Day from time of initiation of refund by Tender Inviting Authority subject to RTGS/NEFT timings of RBI. 2. Credit card/ Debit card: 7-10 working days from time of initiation of refund by the Tender Inviting Authority. However, this may be longer in case of certain bank cards. In case of delays, bidders are requested to contact the Card issuing Bank for faster resolution. 6. Payment of Transaction Fee: It is mandatory for all the participant bidders from 1st January 2006 to electronically pay a Non-refundable Transaction fee to M/s. APTS , the service provider through 'Payment Gateway Service on E-Procurement platform'. The Electronic Payment Gateway accepts all Master and Visa Credit Cards issued by any bank and Direct Debit facility/Net Banking of ICICI Bank, Axis Bank to facilitate the transaction. This is in compliance as per G.O.Ms. 13 dated 07.05.2006. A GST of 18.00% + Bank charges on the transaction amount payable to APTS shall be applicable. The participating bidders will pay a transaction fee @ 0.03% of ECV (estimated contract value) with a cap of Rs.10,000/- (Rupees ten thousand only) for all works with ECV upto Rs.50 crores, and Rs.25,000/- (Rupees twenty five thousand only) for works with ECV above Rs.50 crores, at the time of bid submission electronically. For tenders wherever ECV is not available i.e., for goods and services, the transaction fee shall be calculated on quoted value. GST as levied by the GOI on transaction fee, electronic payment gateway charges shall be borne by the bidders. 7. Corpus Fund: As per GO MS No.4 User departments shall collect 0.04% of ECV (estimated contract value) with a cap of Rs. 10,000 (Rupees ten thousand only) for all works with ECV upto Rs.50 Crores, and Rs. 25,000/- (Rupees twenty-five thousand only) for works with ECV above Rs.50 Crores, from successful bidders on eProcurement platform before entering into agreement / issue of purchase orders, towards eprocurement fund in favour of Managing Director, APTS . There shall not be any charge towards eProcurement fund in case of works, goods and services with ECV less than and upto Rs. 10 lakhs 8. Tender Document: The bidder is requested to download the tender document and read all the terms and conditions mentioned in the tender Document and seek clarification if any from the Tender Inviting Authority. Any offline bid submission clause in the tender document could be neglected. The bidder has to keep track of any changes by viewing the Addendum/Corrigenda issued by the Tender Inviting Authority on time-to- time basis in the E-Procurement platform. The Department calling for tenders shall not be responsible for any claims/problems arising out of this. 9. Bid Submission Acknowledgement: The bidder shall complete all the processes and steps required for Bid submission. The system will generate an acknowledgement with a unique bid submission number after completing all the prescribed steps and processes by the bidder. Users may also note that the bids for which an acknowledgement is not generated by the e-procurement system are treated as invalid or not saved in the system. Such invalid bids are not made available to the Tender Inviting Authority for processing the bids. The Government of AP are not responsible for incomplete bid submission by users.
