General Particulars

The Bidder should be manufacturer / Authorized vendor/ Trader of Aluminum foil.

In case of Manufacturer, attach Factory License/ Registration certificate along with Electricity bill of last three months.

The Bidder whether experienced manufacturer should be in business for last three financial years at the time of bidding in the same name & style. CA certificate in support of three years experience is required. In case of change in name of bidder by merger/ acquisition/ change in status, the bidder should be eligible based on the documentary evidence.

Only suitable bidders should participate in their category. For material under category-1, only experienced manufacturer can bid, while for category- 2,3,4 & 5 only experienced manufacturer/ authorized vendor or trader can participate. The experienced manufacturers who are eager to supply should follow GMP (Good Manufacturing Practices) and would give us self-assessment report with objective evidence on food safety grading for primary packing Plant.

The bidder shall registered with the office of competent authority or under statutory bodies at the time of bid opening in the same name & style. In order to support this, the bidder shall submit:

A copy of Registration/ Incorporation certificate issued by Registrar of companies. OR In case of proprietary Firm, copy of GST certificate mentioning the proprietor name must be attached. OR Copy of Partnership Deed in case of partnership firm OR Copy of Memorandum & Articles of Association in case of Private/ Limited Company.

The bidder being a Private limited Company/ Limited Company shall enclose a copy of certificate of Incorporation,. Name change certificate if any, Memorandum/ Articles of Association. List of Directors along with a resolution of the company in favour of the Authorized signatories who is signing the bid document. In case of bidder other than Private Limited Company/ Limited Company, the evidence of Partnership/ Proprietorship, date & year of Firm creation, List of Partners/ Associates with background and details of authorized signatories to be provided.

Copy of Audited Balance sheet along with P & L statement for the last three years to reflect the Annual turnover. Scanned copy of CA certified supporting documents to be attached in proof (Turn over of Sister concern firm could also be considered for evaluation purpose if provided with supporting documents). Year 2022-23 Year 2023-24 Year 2024-25 Annual Average turnover of Last three year.

A copy of Bank solvency certificate of minimum Rs. 50.0 lakh for Category-1 to be enclosed.

Bidder should enclose detailed statement showing PO no., Purchaser's name, contact person with Mobile No / Emails, Item and value of supplied items executed during last three years. (Copies of at least one purchase order in each year of the last three years to be enclosed).

Bidder must have successfully completed similar work experience for supply of tendered materials to be considered for each category during last three years in multiple orders.

Bidder shall mention & enclose the PAN number & GST number of the firm/proprietor and to support this, he/she shall submit a copy of PAN & GST certificate.

Affidavit on Rs. 100/- Non-Judicial Stamp Paper should be enclosed regarding any litigation, debarred or blacklisted or history of rescinding work from COMFED or other organization

The bidder should submit self declaration stating that no member of his/ her family is working in COMFED or its Union/ Unit who may influence the tender process.

Submitted documents shall be numbered and attached serially indicating serial number. Total number of pages enclosed shall be shown in the box.

Item to be supplied will be strictly as per enclosed specification (Annexure- I).

If it is found that the declarations made by the tenderer in Technical Bid are false/ misleading/ faulty, the bidder shall be disqualified and the earnest money deposit submitted shall be forfeited.
