Invitation to Bid - Retendering-Request for Proposal for Selection of Consultant for Providing Planning and Surveying Services for Preparation of Area Development Scheme (Based on Land Pooling System) in Patna Metropolitan Area, Bihar in BIHAR

a)An Applicant can be a company incorporated under the Indian Companies Act1956, Act 2019 as amended from time to time (ii) a trust registered under the Indian Trusts Act, 1882 or the Bombay Public Trusts Act, 1950 (or other applicable laws) or (iii) a society registered under the Societies Registration Act, 1860 (or other applicable laws) or (iv) a not-for- profit company incorporated under Section 8 of the Indian Companies Act, or (v)a Partnership firm registered under The Partnership act, 1932 or the Limited Liability Partnership (LLP) incorporated under Limited Liability Partnership Act 2008 Government of India or any combination of the foregoing entities coming together as Consortium to collectively bid for the Project (vi) a sole proprietorship firm or any combination of the foregoing entities coming together as Consortium to collectively bid for the Project (copy of registration certificate should be attached).

The Applicant may be a single entity or a group of entities (the ?Consortium?), coming together to implement the Project. However, no Applicant, applying individually or as a member of a Consortium can be member of another Consortium. The term Applicant used herein would apply to both single entity and a Consortium including each Member of the Consortium. (Document)

To be eligible for fulfilling the passing criteria of the Qualification Proposal and being short-listed for opening and evaluation of Financial Proposal, an applicant shall have minimum 15 years of experience in urban planning and minimum 10 years of experience in topographical surveying(Supporting Documents)

Financial Capacity: The lead Applicant shall have a minimal average annual turnover of 1crore rupees from urban planning projects for the last 3 financial years (2017-18, 2018-19 &2019-20) (Audit Report)

Technical planning Capacity: The Lead Applicant shall, in the last 15(fifteen) financial years preceding the Bid Due Date shall have successfully completed* two relevant planning project, one for a minimum of 150 hectares of greenfield area planning and one for a minimum 100 hectares of brownfield area (built vs Open ration of more than 20%) AND one preparing Statutory Plan (Development Plans, Master Plan, Zonal Plan) under prevalent state planning act. supporting document.

Technical Surveying Capacity: The Applicant shall, in the last 10(Ten) financial years preceding the Bid Due Date, should have successfully completed two relevant surveying project, one project for an area of minimum 150 hectares of Open land Area (Greenfield Area) and one project of 100 hectares of built vs open ratio of more than 20% (Brownfield) (the ?Threshold Technical Capacity?).
