1.The bidder shall be a registered Special Class Civil Contractor (or) registered firm in State/Central Govt/State or Central PSU etc., Registration under process shall not be accepted.

2.Prequalification requirement - Technical: a.The bidder can submit the bid in his individual capacity or as JV or as a Consortium. b.Bidding by the Joint Venture firms is acceptable on production of Joint Venture agreement for this work only. In case of joint venture, the prime member (i.e., lead partner) shall be a registered Special Class Civil Contractor (or) registered firm in State/Central Govt/State or Central PSU etc., c.If the bidder is not an Indian manufacturing company, then the Bidder can have tie-up/ MoU/ JV Agreement with Indian Manufacturing Company who shall act as a Prime member (lead partner) of JV. d.The total members in the joint venture should not be more than ‘three. e.However, the documents in respect of the firms forming the Joint Venture shall be uploaded. The share of the prime member (i.e., lead partner) of joint venture group should be more than 50%. The eligibility criteria will be considered on the basis of combined resources. Other members of the Joint venture shall also be a registered Special Class Civil Contractor (or) registered firm in State/Central Govt/State or Central PSU etc., f.The lead partner (prime member) in Joint Venture should meet at least 50% of eligible criteria in Execution of similar works including other financial eligibility requirements as specified below. g.Consortium: The bidder can submit the bid in consortium with other partner. In case of consortium, number of consortium partners should not be more than ‘3’ (Three) and the members of consortium should jointly meet the requirements of eligibility criteria in Execution of similar works including other financial eligibility requirements as specified below. The consortium agreement shall be furnished clarifying the split-up of scope between consortium partners. B.Prequalification requirement-Execution of Similar Works The bidder should have experience in execution of Bulk Storage structure including Design, Supply, fabrication and erection of Space frame structure with ball and socket arrangement for a minimum span of 110 m, during the last seven financial years from the due date of techno commercial bid submission, which is in successful operation for a minimum period of One year in any industry/ Utility/Power Plant etc., If the bidder is not an Indian manufacturing company, then the Bidder can have tie-up/ MoU/ Agreement/ Consortium with an Indian manufacturing Company who have experience in design, fabrication and supply of space frame structure with ball and socket arrangement for a minimum span of 110 meters, for the purpose of Bulk storage during the last seven financial years from the due date of Techno Commercial bid submission, which should be in service for at least 1 (One) year in any Industry/Utility /Power Plant etc. (AND) The Bidder/Agency in consortium or one of the partner in the Joint Venture shall be an Indian Manufacturing Company, having experience in design, fabrication, supply of space frame structure with ball and socket arrangement for a minimum span of 110 meters for space frame during the last seven financial years from the due date of techno commercial bid submission, for the purpose of Bulk storage which should be in service for at least 1 year in any Industry/Utility /Power Plant. C.Prequalification requirement-Financial Requirement:

1.The bidder must have executed the space frame structure with ball and socket arrangement for a minimum span of 110m of value not less than Rs. 52 Crores in the last seven financial years from the due date of techno commercial bid submission.

2.Liquid asset/Credit facilities/Solvency certificate: Liquid asset/credit facilities/Solvency certificate (not older than 12 months from the date of availability of tender specification on e-procurement platform) issued by any Indian Nationalized Bank or reputed scheduled Bank acceptable to TGGENCO of value not less than Rs.27.00 Crore (above Rs.27.00 Crore only)

3.Annual Turnover: The bidder should have minimum annual turnover not less than Rs.

78.00 Crores in any one year during the last seven financial years i.e., 2019-20 to 2025-26 in State or Central Govt/State or Central PSU etc.,. A certificate issued by the registered Chartered Accountant shall be uploaded. Audited Balance Sheet and Profit & Loss Account of the company for last seven financial years i.e., 2019-20 to 2025-26 shall also be uploaded.

4.Corporate debt Re-structuring (CDR): The Bidders who have applied for/availed Corporate Debt Re-structuring (CDR) in the last seven financial years i.e., 2019-20 to 2025-26 are not eligible to participate in the bid. In this regard, a certificate issued by the registered Chartered Accountant shall be uploaded. Site visit for the subject bid is advised for the bidder. The bidder may visit the site to acquaint themselves of the prevailing local conditions before submitting their bid. Note: The bidder shall furnish the documentary evidence in support of the Qualifying requirements stipulated above failing which the tenders are liable for rejection. Notwithstanding anything stated above, TGGENCO reserves the right to assess the bidder’s capability to perform the contract, should the circumstances warrant such assessment in the overall interest of TGGENCO. Responsibility for correctness of the information submitted in the online bid lies with bidder. If any information furnished in the bid is proved to be false at a later date, the bid will not only be rejected but also the bidder will be BLACKLISTED. The tenderer should upload only attested experience certificates in respect of similar works. The experience certificates should clearly indicate financial year wise break up for value of work done along with quantities. Experience certificates without these details will not be accepted and the tender will be considered as incomplete. *And all other terms as per tender specification. **Note: Weightage percentage, bid co-efficient and bid capacity fields are not applicable. ***Experience in execution of similar nature of works is as per tender specification only.

The Tenderer shall fulfill the following statutory requirements. a)Income tax Clearance Certificate: The contractor shall upload copy of PAN (Permanent Account Number) card and copy of latest income tax returns submitted along with the proof of receipt. b)Insurance: The contractor shall comply with the statutory labour rules and regulations i.e., EPF, ESI, etc., as may be as applicable and shall furnish the returns and information as may be specified from time to time. Agreement will not be concluded without above statutory norms. c) Goods and Services Tax (GST): GST as applicable as on date shall be indicated separately in each invoice and the same will be paid to the contractor and the same shall be remitted to the concern department by the contractor. The tenderer should furnish the proof of registration under GST along with relevant HSN/SAC codes from the Commercial tax department. The applicable GST as on the date is 18%. The bidder shall upload the “ANNEXURE ON GST” duly signed by the bidder. *And all other terms as per tender specification. **Note: Weightage percentage, bid co-efficient and bid capacity fields are not applicable. ***Experience in execution of similar nature of works is as per tender specification only.
