Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Tenders/ Bids are invited as per Standard tender Bid Document Kc8 The contractor shall attach all the requisite documents as required in the standard bid document. The Bidders shall abide as per the detailed instructions and conditions contained in standard bid document Kc8

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government/Government of India/Union Territory

The service provider shall be responsible to fulfill all statutory obligations such as remittances of GST, professional Tax(if applicable), EPF and ESI, etc.

Financial Bid shall be quoted carefully. The Department will not be responsible for any misinterpretation or wrong assumption by the Agency.

The department shall not be responsible for any damage/injury sustained by the employee deployed by the Agency, during the course of providing services

The salaries of all the provided staff should be deposited within the 5th of every month without fail to their respective bank account and should not await submitting bills for respective months to the Department for reimbursement. All payments will have to be made by RTGS/other e-payment mode. If it fails to do so, then it will be penalized as per penalty clause & may be recommended for blacklisting the agency to the higher authority. Cash payments to the deployed staff is prohibited, if resorted by the service provider it will be treated as breach of contract and contract will be terminated

In case of accidents/problems encountered by the employees while performing duty, then the compensation must be paid in accordance with the Works man Compensation Act by the service provider himself.

The manpower provided by the agency should have good behavior, obedience, good health and physical fitness

The agency must strictly adhere to the rules laid down by the Labour Department

In case Service Provider defaults in the discharge of any of the statutory liability, the Department reserves the right to deduct such amounts from the payable to the Service Provider.

The Manpower provided by service provider shall scrupulously follow instructions issued by the Dept. If and when the Dept. finds deficiency with the staff (ie., in his behavior, conduct etc.,) upon giving notice, the Service Provider shall replace him with a substitute staff immediately

The Service Provider shall register names of all the workers at the local EPF & ESI offices and remit both Employee and Employer contributions as per the rules and produce the necessary documents as a proof of remittance.

The Performance Bank Guarantee can be en-cashed for any Breach of Contract as cited above to the extent to make good any financial loss to State Government Department

Staff should have good health condition and should be non alcoholic.

The contractor shall provide manpower for cleaning of drainages, roads, and public areas on a Monthly basis as per the requirement of the Gram Panchayat.

The contractor shall provide necessary safety equipment such as gloves, masks, and protective gear to all workers

The contractor shall ensure insurance coverage for all deployed manpower and shall be responsible for any accident, injury, or loss during the course of work.

The contractor shall maintain discipline among workers and ensure proper conduct during duty

All tools, equipment, and materials required for cleaning work shall be provided by the contractor.

The contractor shall ensure proper and timely disposal of waste collected during cleaning operations.

The bidder shall upload the affidavit as per the prescribed format, failing which the bid shall be rejected

Any violation of terms and conditions shall lead to cancellation of contract and forfeiture of security deposit.

The bidder shall not claim any advance payment under the contract. Payment shall be released only after satisfactory completion of services, submission of prescribed documents, verification by the Gram Panchayat, and subject to availability of funds. No interest, compensation, or damages shall be payable for any delay in release of payment.

The contractor shall pay wages/salaries to all deployed manpower within the prescribed time every month, irrespective of receipt of payment from the Gram Panchayat. Delay in payment of wages to workers shall be treated as a breach of contract and may attract penalty, recovery, termination of contract, and blacklisting.
