Bids will be evaluated based on technical compliance (50%), experience (20%), cost (20%), and certifications (10%). Minimum thresholds include 70% technical score and demonstrated experience. The evaluation process emphasizes quality, cost-effectiveness, and vendor capability to deliver within the stipulated timeline.
