The attested copies of the above documents have to be submitted online to the tender inviting authority before dead line for receipt of tenders 3. The documents that are uploaded online on e-market place will only be considered for bid evaluation. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable. 4. The bidder shall authenticate the bid with his digital certificate for submitting the bid electronically on e-procurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the e-procurement platform. (G.O.Ms.No.6, dated 28/02/2005 of IT & C Dept., Govt. of AP). 5. Tender Schedules are not transferable. 6. The tenderer will not be required to quote item wise rates but to quote clearly his willingness to supply of material including execution of work at percentage less over estimated contract value indicated in BOQ. 7. Tenderer who quoted less than 25% of the estimate rates has to be submit a D.D. for the difference between tendered amount and 75% of estimate value at the time of work order. 8. Even though the tender meets the above qualification criteria, they are subject to be disqualified if they have made misleading or false representation in the forms, statements and attachments submitted in proof of the qualification requirement; and / or record of proof performance such as abandoning the works, not properly completing the contract inordinate delays in completion, litigation history or financial failure etc. 9. The tenderer particular attention is drawn to the section and clauses in the standard preliminary specification dealing with:- a) Test, Inspection & rejection of defective materials and work. b) Carriage. c) Construction plant. d) Water and lighting. e) Cleaning up during progress and for delivery. f) Accidents. g) Delays. h) Particulars of payment. 10. The following rate of progress will be required to be maintained by the contractor as minimum. Percentage of work to be completed based on the contract lump-sum amount within a period of 30 days is as follows, 1st 10 days -------25%---------------- 2nd 10 days -------75%---------------- 3rd 10 days -------100%-------------- 11. The successful tenderer shall have to employ the following technical staff on full time basis to be available at site. From Rs. 50, 000 to 1, 00, 000 ------------------------ One I. T. I. Candidate. From Rs. One Lakh to 5 Lakhs ------------------------ One Diploma Holder. Between Rs. Five Lakhs to 15 Lakhs-------------- One Graduate Engineer Or Two Diploma Holders. Above Rs. 15 Lakhs ------------------------------- One Graduate Engineer & One Diploma Holders. 12. Guarantee: Two years warranty including maintenance and replacement for all major materials, Luminaire, cabling, any manufacturing defects of the pole. 13. Special Payment Terms & Conditions: - a. The bidder should read the tender terms & conditions carefully before participating in the tender. b. The successful bidder should Supply, Transportation and Repair / Replacement of Failure Drives as directed by the Field Engineers. c. The successful bidder should Supply, Transportation and Repair / Replacement of Failure Drives as per the BOQ/Schedule electrical makes only. d. The Work should be started with in 3 days from the Date of LOA/Intimation letter, failing which the Agency/Contractor for the work will be cancelled without any Notice. e. In case of the any theft of the equipmentโs/Material, the agency should provide all necessary equipmentโs/Material with in the 7 days upon intimation by the field Engineer. f. The Successful L1 bidder Should submit an unconditional and irrevocable Performance Bank Guarantee (PBG) for an amount equal to 10% of ECV towards Performance Security for 2 years at time of the agreement. g. The Successful L1 bidder should submit the original company guarantee at the time of bill. If bidder not submitted the warranty bill will not be admitted. h. The Successful bidder shall not depend on payment of part bills to ensure completion of work on timely basis. Hence the agency shall not stop or slow down the work citing delays in payment of part bitts. i. Tax invoice shall be produced for all Major Items. j. No bills will be entertained without original Tax invoices. k. The tenderer should closely read all the above clauses, which govern the offer, which he is tendering. The tenderer who are accept the above terms & conditions needs only participate. 14. GHMC or Vupadhi Techno Services Pvt. Ltd shall not be responsible in any way for any failure of the bidders in submission of the bids using the e-procurement online system. 15. The Executive Engineer, (Electrical) reserves the right to reject any or all the tenders without assigning any reasons therefore. 16. Arbitration Act: In case of any dispute or difference between the parties to the contract, either during the progress or after completion of the work or breach of the contract, difference or dispute as to the interpretation of the contract may referred to the following as per G.O.Ms.No.430 Irrigation (IBRV) Department dated 24-10-1983. 17.
