Procurement Opportunity: Providing manpower service through Out-source to office of the Executive Engineer, VJNL, Yettinahole project Division No-03 Arasikere, Assistant Executive Engineer, VJNL, Yettinahole project Sub Division No-10 Belur & Assistant Executive Engineer, VJNL, Yettinahole project Sub Division No-11 Arasikere, Hassan district for the year 2026-27 PKG Work in KARNATAKA

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The quoted tender amount is exclusive of GST

If the Government or the Department makes regular appointments against the existing vacant posts, the manpower supply service contract shall automatically stand cancelled to that extent.

Before deploying personnel on outsourcing basis, the agency shall ensure that the concerned employee possesses the prescribed educational qualifications and is competent to perform the assigned duties.

After execution of the contract, if a fresh tender process is initiated based on revised rates/orders issued from time to time by the concerned Department, the existing contract shall automatically stand cancelled.

The agency shall pay monthly wages to the outsourced employees. If the agency fails to pay the wages properly, the Department shall not be responsible for any consequences arising therefrom

The agency shall furnish the EPF number/details of the personnel engaged through the agency.

The agency shall pay the monthly salary/wages to the outsourced employees on or before the 7th day of every month.

Along with the wage bill, proof of payment of ESI and EPF contributions shall be submitted.

If monthly wages are not paid to the outsourced employees within the stipulated time, appropriate action/instructions shall be issued against the agency.

Personnel engaged through the agency shall not be treated as permanent Government employees.

Drivers engaged for vehicle services must possess a valid driving licence.

In the event of any accident, injury, or untoward incident involving outsourced personnel during the course of duty, the Department shall not bear any responsibility, and the agency shall compensate/settle the claims.

Under no circumstances shall the agency pay wages lower than the minimum wages prescribed by the Labour Department.

Bills of the agency shall be paid subject to the availability and release of funds by the Department.

Agencies that have been blacklisted shall be disqualified from participating in the tender process.

The successful bidder shall execute the agreement within 20 days from the date of issue of the work order by the Executive Engineer. Failure to do so will result in forfeiture of the EMD amount.

Depending upon the requirement, the number of outsourced personnel may be increased or decreased, and the Executive Engineer reserves the right to do so.

In the event of relocation of the office to any other place, the agency shall continue to provide the services of the personnel and ensure that the work is carried out at the relocated office/location.

The bidder shall be bound to furnish the security deposit as prescribed under the tender conditions.

The authority inviting tenders reserves the right to reject any tender or all tenders without assigning any reason.

Joint participation/consortium bidding by contractors/agencies is not permitted.

All expenses incurred in preparing and submitting the tender shall be borne by the bidder/agency itself.

The Bidders should quote the service charges in percentage only. If service charges are quoted in rupees then the bid will be rejected.

If there are more than 1 number of eligible L1 bidder quoting the same bid percentage then bidder selection will be done by lottery process and the decision of tender accepting authority Chief engineer VJNL,Yettinahole project Zone Tumakuru will be final.

The Amount put to tender Exclude taxes and duties as disclosed in the tender document. However the contract price is subjected to equitable adjustments if any, required on account of implementations of GST W.e.f 1st July 2017 including reduction if any there of subjected to production of documentary evidence.

Scanned signature of the bidder / authorized representative in case of a firm or company, to be attached while uploading the bid documents. Also in case of authorized representative, scanned copy of power of attorney should be uploaded & the original should be produced at the time of opening of tender.

Authority competent to accept the tender shall have the right to rejecting all or any of the tender without assigning any reason and will not be bound to accept the lowest tender.

The intended bidder shall submit original document for verification at the time of evaluation on specified/intimated date failing which the bid considered to be non responsive.

The bid documents for the above work comprises of bid to indicate the amount offered by the Bidder for completion of the work on percentage basis based on schedule-B of the contract form.

The outsourcing services shall be availed only until the sanctioned posts are filled up or up to 31.03.2027, whichever is earlier. Approval for availing such outsourcing services has been accorded by the Managing Director, VJNNL, Bengaluru, vide Letter No.50 dated 24.04.2026. Accordingly, necessary action shall be taken during the period of the contract/agreement.

Successful bidders should execute the agreement within 20 days from the date of approval intimated. An additional 30 days time may be allowed with a penalty of 0.5% of Contract value. If the contractor fails to enter into the agreement within the said period, action shall be initiated for banning to participate in the tender of VJNL

All other conditions as per Tender Document
