The Cover-I (Technical bid) will be opened first and thereafter Cover-II (Financial bid) of only those bidders who fulfill the pre-qualification criteria and other conditions as mentioned at Para 1.1 will be opened

The Technical bids of all bidders who have up loaded the tender along with all relevant documents and produced the original documents for verification will be considered in the technical evaluation. Further the lowest bidder (L1), highest bid scorer can be determined amongst the other responsive bidders. However, prior to awarding of the work, the successful bidder (L1) would be asked to produce the original documents in support of the uploaded documents to enter into agreement. If the successful bidder does not produce the original documents and establishment of an office as stated above, for entering into a agreement, then his bid will be treated as non-responsive bid as per clause 26 (A) of the KTPP Rules. The names of the bidders who do not produce the original documents will be removed from select list of KNNL enrolment and barred from participation in any of the tenders to be invited by KNNL, apart from forfeiting the EMD, paid through e-cash

Key Equipments( bidder/firm/Company/Consultants) a)The Consultant shall have an own fully equipped Quality Analysis Laboratory and mobile Laboratory for Quality assurance of Civil application usage materials to full fill the methodology criteria-15 Marks b) Consultants should have Valid Calibration certificate for Laboratory equipment like CTM, Universal Testing Machine and Non destructive concrete testing and Sieve Test etc-15 Marks

Personnel including Skills and competencies- The Bidder / Company should have and deploy the following key personnel / man power for the assignment. Bio data of individual key personnel signed by the individual member shall be furnished A) Quality assurance manager (Tech)- A Graduate in Civil Engineering a minimum of 10 years experience in the relevant field of Quality Assurrance a) 10 Years experience- 7 Marks b) 15Years experience 8- Marks c) Above 15 Years experience-10 Marks B) Diploma engineer (Civil)- A Diploma in civil engineering with minimum 10 years experience in the relevant field a) 10 Years experience- 7 Marks b) 15Years experience 8- Marks c) Above 15 Years experience-10 Marks. The consent letters of key personnel / man power to be part of the above assignment should be enclosed. Non enclosing of consent letters will automatically result in non applying the Marks. It may be noted that, only the team members who are indicated in this column will be necessarily employed in the above work. Any non compliance noticed will result in forfeit of the EMD and also blacklisting of the contract firm. In exceptional cases the change in name will be permitted with the prior consent of the concerned C.E. The equivalent shall be of the same grade and experience as per replacement

Minimum technical score-A proposal scoring minimum technical score of 75 out of possible score of 100 will be deemed to be technically responsive. Others will be rejected and their financial bids will not be opened

Opening of financial proposals-Financial Proposals of all the technically responsive bids will be opened and evaluated. Combined evaluation of technical and financial proposals will be carried out in the following manner

Combined total score equall to (TS X 0.75) plus (LP/FP) X100X0.25 (Where TS is Technical score, LP is the Lowest price among the financial proposal and FP is the price offered by the consultant being evaluated.)The consultant obtaining the highest combined score will be invited for negotiation before awarding the work to the consultant

Issue and submission of e-tender documents-a) All the consultants will have to compulsorily give an email ID which shall be considered as primary means of communication. Any communication sent by email from KNNL E.E.s email ID (eemrbcc3bytatgmail.com) shall be considered as final. Tenders and other verifications will also be uploaded on the website

The intending bidders are advised to visit the site of work before submission of the tenders

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5% of the Contract price plus full difference amount for below quoted tenders as additional security (for unbalanced tenders) The additional performance security will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per the agreement

The necessary certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e-tender document. The Original certificates/documents shall be produced on or before stipulated date and time for verification. Scanned signature of the bidder/authorized representative of the bidder shall be attached while uploading bid document

If any of the dates mentioned above happen to be a general holiday, the next working day holds good

The Pre-qualification bid will be opened first and there after the financial bids of those prequalified will be assessed on payment of tenders processing fee. The financial bid will be opened subjected to the conditions that Electronic EMD payment is confirmed in the E-tender portal

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever

The intending bidders should note that, if any of lands either in part/parts or whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by the consent of the land owners before commencement of work at no extra cost to the Nigam and no claim whatsoever relating to non availability of land would be entertained

Incomplete tender documents will be rejected

All materials like steel, cement etc., required for the above work should be procured by the contractor only at his own cost. And these materials will have to be got tested by the competent authority before put to use

The contractors shall send the authorization letter for their representatives duly attesting their signature

As per the Karnataka building and other construction workers welfare cess act 1996, 1% of the bill amount will be deducted from the bills

Tenders will be opened on the due date in presence of the contractor or their Authorized representatives

As per KTPP Act 2018 (Jan 21st 2019) rule 14a i.e Debarment of tenderers: The procurement entity may debar tenderer for a period not exceeding 3 years from participation in its tenders following such procedures as may be prescribed on the ground that tenderer is engaged in corrupt or fraudulent practices in competing or executing the contract including misleading the procuring entity or any stage of procurement activity with a fraudulent intention. Action can be taken accordingly

The payment of bills of this work will be made as and when the letter of credit is received under the same head of account from KNNL/Government of Karnataka

The contractors should adhere to the accepted action plan submitted by him under any circumstances without linking to the pending bill payment of the work

Typo-graphical errors if any will not be the ground for any claims by the Contractor

Tendering by the joint venture will not be allowed

The contractor should furnish the name of the individual /firm with address and Telephone numbers with place of registration, year of incorporation etc

The tender processing charges paid by the bidders are not refundable even if the tenders are cancelled

Royalty on construction materials and other taxes will be deducted as per prevailing Government orders

The tenderer has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution.

Sub leasing of work in any form is prohibited

No quarries are approved by KNNL for materials. The quarries considered are for the estimate purpose only. The intending bidders shall visit the site, identify the quarries, ascertain availability for the quantity and quality of the materials required for the work and shall quote his rates accordingly. No extra claim whatsoever will be entertained in this regard

The rates includes all leads and lifts and work shall be carried out as per the instruction of Engineer-in-charge .All specifications are as per relevant IS codes in vogue and Indian Road Congress. The rates for the specification in the ScheduleB includes all lead and lifts irrespective of the distance and height, no extra claim will be entertained for additional lead and lifts

The validity period of EMD shall be for a minimum period of 225 days from the date of opening of the tenders

The EMD of the unsuccessful bidder will be refunded only after the acceptance of the tender by the competent authority as per tender clause

The tender inviting authority has got right either accepting tender or rejecting the tender without assigning any reasons

In case of death of contractor after executing the agreement commencement of the work , his legal heir if any eligible registered contractor and willing can execute and complete the work at the accepted tender rates irrespective of the cost of the work

EMD amount and Amount put to tender will be as mentioned in the e-portal of respective work
