Invitation to Bid - Procurement Services in HYDERABAD, TELANGANA

1. The bidder should have following Class of Registration in Civil from Govt. of Telangana: i. LS Class IV (civil) and above as per GO MS No.94, Dated 1.7.2003. (or) ii. LS Class V (Civil) and above as per G.O. Ms. No: 66, I&CAD (PW-Reforms) Dept; Dt. 20.04.2015. 2. The Contractor or his identified Sub-contractor should possess required valid registration in Class III and above in PH Engineering as per Govt. of Telangana, I&CAD(Reforms) Dept., GO Ms No.21 dt:13.04.2017 or Class I(PH) as per GO Ms No: 130, I&CAD(PW-Reforms) Dept: Dt:22.05.2007 from Govt. of Telangana for executing Water supply & Sanitary Engg. In case Subcontractor is proposed, the Consent of the Subcontractor shall invariably be submitted. 3. EMD of Rs.287/- 1% of ECV) to be paid for through Electronic Payment Gateway which accepts all Master and Visa Credit Cards issued by any bank and Direct Debit facility/ Net Banking/ RTGS/ NEFT payment modes. The balance EMD at 1.50% of Contract Value to be paid at the time of concluding agreement in the shape of Demand Draft only issued by any Nationalized Bank/ Scheduled Commercial bank in favour of PAO (Works & Projects), Hyderabad. 4. The participating bidders shall pay transaction fee (i.e., 0.03% of E.C.V plus 18.00% GST) through payment gateway of ICICI Bank, HDFC bank and UTI bank providing online payment service through e-procurement. The payment of transaction fee by the participating Bidders through the electronic payment Gateway to the service provider is made mandatory as per G.O.Ms.No:13, Information Technology & Communication Department, e-procurement dated 05-07-2006 & G.O.Ms.No:11 Information Technology & Communication Department, Dated: 5-5-2007. 5. The bidder should produce the copy of PAN card and copy of latest income tax returns submitted along with proof of receipt. 6. The bidder should produce the copy of GST Registration along with the bid. 7. Availability of key personnel in Statement–VI. 8. Information regarding any litigation, with Government during the last five years, in which the Tenderer is involved in (Statement - VII) 9. The tenderers shall be required to furnish a declaration online stating that the soft copies uploaded by them are genuine. Any incorrectness/ deviations noticed will be viewed seriously and apart from cancelling the work duly forfeiting the EMD, Criminal action will be initiated including suspension of business 10. The tenders will be opened by the Executive Engineer (R&B), Special Division or his nominee at his office in the presence of tenderers/ or their authorized representatives, on the date mentioned above 11. The price-bids of such tenderers, who are determined to have complied with the eligibility criteria, will only be opened. 12. If the office happens to be closed on the dates specified above, the respective activity will be performed at the designated time on the next working day without any notification. 13. Any other details can be obtained from the Office of the Executive Engineer(R&B), Special Division, Khairtabad, Hyderabad.

a) The bidders need to contact the Executive Engineer, (R&B) Special Division, Hyderabad for information on e-procurement. b) The bidders need to register themselves on the electronic procurement marketplace of Government of Telangana i.e., https://tender.telangana.gov.in. On registration on the e-procurement marketplace they will be provided with a user ID and a password by the system using which they can submit their bids online. The Tenderers who are desirous of participating in ‘e’ procurement shall submit their Technical bids etc., in the standard formats prescribed in the Tender documents displayed at ‘e’ market place. The Tenderers should upload the scanned copies of all the relevant certificates, documents etc., in the ‘e’ market place in support of their Technical bids. The Tenderers shall sign on all the statements, documents, certificates uploaded by him, owning responsibility for their correctness / authenticity. Steps for registration and submission of bids are described in detail in the “Tenderers Training Booklet” available with the department as well as at the above web site. c) While registering on the e-procurement marketplace, bidders need to scan and upload the required documents as per the tender requirements on to their profile. d) Such uploaded documents need to be attached to the tender while submitting the bids. The e-procurement marketplace provides an online self-service registration facility to such contractors who are already registered with respective participating departments for supply of specified goods and services. As an incentive for early registration, basic registration by suppliers, that allows them to participate in the e-procurement process, shall be enabled on the e-procurement market place without levy of any registration or subscription fee up to 31st March 2003 or such later date as may be decided by the steering committee. However, the e-procurement market place may levy charges for such value-added services as may be decided by the steering on the e-procurement as laid down in the G.O.Ms.No.2, Information Technology and Communication department dated 15-01-2003. e) The transaction fee shall be paid through electronic gateway of ICICI/HDFC Banks with e-Procurement platform as per the Government orders vide G.O.Ms.No: 13, Dated: 05-07-2006. The Department will not take any responsibility for any delay or non-receipt.
