Contract Bidding Open For Providing House Keeping Services for O&M Circle & Division Office Building, HESCOM, Chikkodi for the year 2026-27 in KARNATAKA

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The successful Bidder shall remit the Contract Management Module (CMM) processing fee at the rate of 0.025% of the contract value, subject to a minimum of Rs.500/- and a maximum of Rs.7500/-, immediately after issuance of the Contract Order, as per the prevailing KPPP/e-Procurement guidelines.

The Bidder shall possess adequate knowledge and experience in providing House Keeping Services and shall have the necessary organizational setup, infrastructure, manpower resources, and capacity to satisfactorily perform the services specified in the tender.

Notwithstanding the above, if it is found that the performance of the Bidder in respect of works or services previously awarded by HESCOM is unsatisfactory or substantially behind schedule, HESCOM reserves the right to disqualify the Bidder and reject the bid at any stage of the tender evaluation process.

If at any stage of the tender process the information furnished by the Bidder is found to be false, incorrect, or misleading, HESCOM reserves the right to disqualify the Bidder, reject the bid, forfeit the Bid Security, and initiate appropriate action including blacklisting of the firm. If such information is found to be false, incorrect, or misleading during the execution of the contract, HESCOM reserves the right to terminate the contract, forfeit the Performance Security, recover any losses incurred, levy liquidated damages as applicable, and initiate appropriate action including blacklisting of the firm.

No claim on account of cost escalation for wages, materials, taxes, statutory contributions, or any other expenditure arising during the contract period shall be entertained by HESCOM. The rates quoted by the successful Bidder shall remain firm and binding throughout the contract period.

The Bidder shall upload all documentary evidence, supporting documents, and credentials pertaining to the qualifying requirements and other tender requirements through electronic mode only within the stipulated time. Failure to upload the required documents within the prescribed time shall render the bid liable for rejection.

The Bidder shall upload all required documents in the respective sections of the KPPP Portal as specified in the tender. Uploading documents in incorrect sections or failure to upload the required documents in the prescribed locations may render the bid liable for rejection.

The Service Charges quoted by the successful Bidder shall remain firm and unchanged throughout the contract period and shall not be subject to any escalation or reduction on account of variation in minimum wages, EPF, ESI, GST, or any other statutory components.

Any benefit, incentive, subsidy, reimbursement, or concession received by the Agency from the Government of India, Government of Karnataka, or under any Scheme or Yojana in respect of EPF, ESI, or other statutory contributions relating to the deployed personnel shall be passed on or adjusted accordingly. All statutory payments shall be claimed on actual basis only and no additional profit or service charge shall be admissible on such statutory components.

All other terms and conditions shall be governed by and construed in accordance with the provisions of the tender documents and subsequent amendments, if any.
