1 Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka
2It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
3EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.
4The Tenderer should hold a valid license issued by the Labour Department under Contract Labour (Regulation & Abolition) Act, 1970
5The Tenderer should hold a valid license issued by the competent authority under the Private Securities Agencies (Regulation) Act, 2005 and Karnataka Private Security Agencies Rules, 2008(This is applicable in case of procurement of security man power services only).
6The Tenderer should not be in default with respect to statutory payments such as contribution to ESIC, and contributions to EPFO and a declaration to this effect is required to be submitted by the Tenderer.
7The Tenderer should provide the requisite number of manpower/personnel required for the services as specified in Appendix G
8Tenderer must not be insolvent, in receivership, bankrupt are being wound up, not have its affairs administered by a Court or Judicial Officer, not have its business activities suspended and must not be the subject of legal proceeding for any of these reasons.
9In the event that two or more Tenderers quote the same amount of Service Fee (the Tie Tenderer), the Tenderer having the highest Technical Score shall be identified and declared as the Successful Tenderer. In the event the Technical Score of the Tie Tenderers happens to be same, the Tenderer having the highest Average Annual Turnover shall be identified and declared as the Successful Tenderer.
10The Service Fee quoted by the Tenderer for providing the Manpower Services shall comprise the administrative costs and super vision charges of the Contractor which is inclusive of all applicable taxes viz., Income Tax, Turnover tax, profession tax, transportation, bonus if any and other overheads but exclusive of GST. The GST amount shall be paid separately by the Client as per the applicable rate
11Submission of Nil Service Fee, Negative Fee/shall be rejected as non-responsive.
12The Tenderer should be in similar business of providing manpower services for at least 3 (three)financial years preceding the last date for submission of Tenders ie.2025-26 2024-25 2023-24
13For the purpose of evaluation the total cost of service fee as quoted in column (4) will be considered. as mentioned in APPENDIX-H FORMAT FOR FINANCIAL TENDER in the tender document
14The Service Fee quoted by the Tenderer shall be inclusive of all levies, taxes, duties, overheads and incidental services for the whole services as described in Clause 1 of the ITT excluding GST.
15The Service Fee shall be final and fixed for the entire Contract Period including extension, if any, and shall not be subjected to adjustment or any revision whatsoever except any statutory variation in GST
16The Service Fee has to be quoted rounding off to nearest two decimal places only so as to match the total amount or closest to the total amount
17Submission of Nil Service Fee, Negative Fee/shall be rejected as non-responsive
18Before submission of the Financial Tenders, the Tenderer should ensure that the Service Fee quoted is correct and final. Any grievances at the later stage giving the reasons of typographical error etc will not be entertained.
19The Service fee quoted on the Karnataka Public Procurement Portal shall be final and the Client shall evaluate the Tenders accordingly
20The Service Fee quoted by the Tenderer shall be inclusive of all taxes, duties, overheads and incidental services for the whole services as described in Clause 1 of the ITT excluding GST.
