Bidders must submit GSTIN, PAN, past experience proofs, and EMD per tender terms. Provide NABL/ILAC test reports for BIS IS 13959 compliance, advance samples for buyer approval, ISO 9001 certification, OEM authorizations if applicable, and documentation confirming inner paper IS 1848 Part 1 and grammage requirements. Ensure binding and pocket specs meet category standards.

Required documents include GST certificate, PAN card, cancelled cheque, EFT mandate, experience certificates, contract copies with invoices or client execution certificates, financial statements, NABL/ILAC test reports, and OEM authorization where applicable. Submit advance samples and ISO 9001 certificates if bidding on OEM products.

Tenders require products conforming to BIS IS 13959 at latest denier specification. Ensure appropriate grammage for paper and cover, specific sheet counts per pad, total sheets per pad, and packaging. NABL/ILAC test reports must support BIS conformity, and advance samples are required for approval.

Delivery timing follows the last date of the original delivery order; if quantities increase by up to 25%, extended time is calculated as (increased quantity/original quantity) × original delivery period, with a minimum of 30 days, and may extend up to the original delivery period.

Advance samples must be provided before commencement of supply for buyer approval. Samples should demonstrate binding style, inner paper IS 1848 Part 1 compliance, grammage, color, pocket counts, and cover design. Include BOM and any relevant NDA-compliant documentation for sample review.

Acceptable proofs include contract copies with invoices and bidder self-certification, client execution certificates, or third-party inspection release notes. Each document should clearly indicate service or supply against the invoices and contract values, establishing eligibility for government procurement.

Bidders or OEMs must hold ISO 9001 certification. BIS IS 13959 conformity must be demonstrated via test reports. Inner paper must comply with IS 1848 Part 1. NABL/ILAC or Central Government Lab test reports are required to prove product conformity.

Scope is limited to the supply of goods (sticky notes, registers, file/folders). No services are included. The price should cover all costs, including advance samples, testing reports, binding materials, and standard packaging as per BIS and IS specifications.
