Mandatory Terms and Conditions "(i)The contractor should submit previous experience in TGGENCO plants in angular rotation of ash slurry disposal pipe lines / Dry ash pipe lines. (ii) The contractor has to submit a satisfactory work completion certificate from the previous place of work experience. (iii) Self declaration in the given format has to be submitted on the firm letter head with sign of authorized person along with stamp. (iv)Submission of valid GST Registration, (v)Submission of valid EPF registration (vi)Payment of online EMD/Incase of exemption submission of valid document as applicable like PEMD/MSME/SC/ST/Waddera/ Soceities and individuals." Terms and Conditions (i) Payment of minimum wages including CLA in time to the labor engaged, irrespective of due payments from TGGENCO (or) any other reason, & (ii) any other timely requirements. However, the CE/O&M/KTPS-VII Stage reserves right to accept / reject the tender and the decision of CE/O&M/KTPS-VII Stage is final in this regard. Any or all the relevant documents shall be produced, whenever demanded,(iii) The Scrap should be devaluated as per field Engineer guide lines. 2) The undersigned reserves the right to alter the above dates; and to reject any (or) all the tenders without assigning any reasons thereof. 3) If any of the above dates happens to be holiday the date may be read as the next working day 4) The rates shall be quoted excluding Statutory Obligations Viz., GST. 5) If the less rates quoted by the firm / contractor are found to be over 25% less than the estimate value, Additional Security Deposit shall be furnished as desired & communicated by TGGENCO, failing which action will be initiated against the respective 6) Regular PO to the successful bidder can be issued only after fulfilling of all the required conditions including payment & acceptance of Security Deposit, Additional Security Deposit etc., 7) The proposal to deduct 0.01% from the works bills towards Telangana Green Fund (TGF) for future & ongoing works of TGGENCO as per G.O.Ms.No.17, Dt:18.02.2022 of Finance (TFR) Department, Govt. of Telangana and as per instructions of the Special Chief Secretary to Government.

1. Copy of PAN card registered on the name of Company/Firm/Proprietor and linked to GST registration. 2. GST registration number along with Documentary evidence. For GSTIN holders, the GSTIN should be in active status and in the name of the firm/contractor. ( Those who are not required to be registered under the provisions of GST act should invariably submit a self declaration to 3. The contractor should have previous experience in TGGENCO Thermal plants in angular rotation of ash slurry disposal pipe lines/ Dry ash pipe lines. 4. The contractor has to submit a satisfactory work completion certificate from the previous place of work experience. 5. Self declaration in the given format has to be submitted on the firm letter head with sign of authorized person along with stamp. 6. The estimated quantities are tentative. Billing will be done as per the actual quantity of work done. 7. After completion of work scrap material (Removed) are to be transported to section stores/ scrap stores for devolution. 8. The work should be completed within the stipulated period. 9. The contractor should be carried out the related works if any as per the instructions of the section officer. 10. All the labour engaged by the contractor should be covered with CLA,ESI/GI and EPF. 11. The contractor must implement all the labour law sin force. 12. The department is not responsible for any accidents to the workers engagedby the Contractor. 13. The contractor should provide all the safety appliances to the workers engaged by him. 14. EPF, CLA &ESI/GI will be paid as per actual limited to the provision make in the estimate. 15. Gate entry/exit of the vehicle at KTPS-VII stage gate/O&M gate shall be recorded while transportation as per the directions of TGGENCO. 16. All safety precautions/rules as prescribed by Safety Division/KTPS-VII stage shall be invariably followed. 17. If the contractor fails to enter into the agreement within one month period from the date of issuing of LOI the contract will be terminated duly forfeiting the SD,PBG,ASD etc. and the same will be finalized by floating fresher’s. 18. The contractor including societies should pay minimum wages to the contractor labour engaged for the above work strictly without linking to the payment due from TGGENCO. 19. The working area should be cleaned after completion of work. 20. The sub contract of the work is not permitted. 21. The work in the schedule of work is tentative and may vary and the contractor has to carry the work as per the directions & satisfaction of site Engineers. 22. The contractor has to clear the jungle where ever required and lay the pipe lines. 23. The work involves working in ash pipe line is mud/ash/slurry areas and for workers to be engaged contractor has to take all safety precautions.

GENERAL TERMS & CONDITIONS FOR WORKS 1. The firm should posses valid labour license at the time of commencing the work. 2. The tender must upload the proof of experiences. 3. The cost of tender documents will not be refundable under any circumstances. 4. The Chief Engineer/O&M/KTPS reserves the right to cancel /extend /reject the tender without assigning any reasons 5. Tenders should be quote the rates in prescribed schedule down loaded from the e-tender web site only. 6. Those seeking exemption from payment of EMD should produce proof of valid exemption certificate 7. The contract agencies who are having EPF A/c. should upload a copy of EPF. 8. The rate should be quoted excluding GST, will be paid as per actual on production of remittance challans, limited to the provision made in the estimate. 9. Good Service tax as applicable shall be paid as per rules of eligibility on production of Service tax Registration Number. 10. If the agency fails to execute to the work to the full satisfaction of the field Engineers, the agency will be blacklisted besides forfeiting EMD/SD/Retention amounts. 11. The rates in the tender should be quoted item wise. Tender in which Lumpsum rates are offered will be rejected and no issues in this regard will be entertained. 12. Tenders up to 25 % less than the estimate will be accepted, but for tenders, which are less by more than 25 % of the estimate, a Bank guarantee or demand draft for 5 % of the estimate value will be collected as Additional Security Deposit. 13. Sub contract should not be permitted. 14. The work must be completed during the year 2026-27 15. TGGENCO is not responsible for any accidents occurred to the labour . 16. Procedure for BID submission ( Max 8000 Characters) The bidder shall submit his response through Bid submission to the tender on e procurement platform at www. e procurement.gov.in in by following procedure given below. The bidder would be required to register on the e-procurement market place www.eprocurement.gov.in or https:// tender. eprocurement .gov.in and submit their bids on line . Off line bids shall not be entertained by the tender. Inviting authority for the tenders published in e procurement platform. The bidders shall submit their eligibility and qualification details, Technical bid, Financial bid etc, in the on line standard formats displayed in e procurement web site. The bidders shall upload the scanned copies of all the relevant certificates, documents etc, in support of their eligibility criteria/ technical bids and other certificates/ documents. In the eprocureemnt web site. The bidder shall be sign on the statements,, documents, certificates, uploaded by him, owning responsibility for their correctness / authenticity. The bidder shall attach all the required documents for the specific tender after uploading the same during the bid submission as per the tender notice and bid document.. 1. Registration with e procurement platform: For registration and online bid submission bidders may contact HELP DESK of M/s APTS, www.eprocurement.gov.in or https://tender.eprocurement.gov.in. 2. Digital certificate authentication: The bidder shall authenticate the bid with his digital certificate for submitting the bid electronically on e procurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the e procurement platform. 3. Hard copies : i)Vide ref. G.O.Ms.No.174, I&CAD dept dated:1-09-2008, submission of original hard copies of the uploaded scanned copies of DD/BG towards EMD by participating bidders to the tender inviting authority before the opening of the price bid is dispensed forthwith. ii) All the bidders shall invariably upload the scanned copies of DD/BG in e-procurement system and this will be the primary requirement to consider the bid responsive. iii) The department shall carryout the technical evaluation solely based on the uploaded certificates/documents, DD/BG towards EMD in the e-procurement system and open the price bids of the responsive bidders. iv) The department will notify the successful bidder for submission of original hardcopies of all the uploaded documents DD/BG towards EMD prior to entering into agreement. V) The successful bidder shall invariably furnish the original DD/BG towards EMD, Certificates/Documents of the uploaded scan copies to the Tender inviting Authority before entering into agreement, either personally or through courier or post and the receipt of the same within in the stipulated date shall be the responsibility of the successful bidder. The department will not take any responsibility for any delay in receipt/non-receipt of original DD/BG towards EMD, Certificates/Documents from the successful bidder before the stipulated time. ON receipt of documents, the department shall ensure the genuinity of the DD/BG towards EMD and all other certificates/documents uploaded by the bidder in e-procurement system. In support of the qualification criteria before concluding the agreement. 4. The GO. Ms. No. 174- I&CAD dated: 1-9-2008 Deactivation of bidders. IF any successful bidder fails to submit the original hard copies of uploaded certificated/documents, DD/BG towards EMD within stipulated time or if any variation is noticed between the uploaded documents and the hardcopies submitted by the bidder, as the successful bidder will be suspended from participating in the tenders on e-Procurement platform for a period of 3 years. The e-Procurement system would deactivate the user ID of such defaulting bidder based on the trigger/recommendation by the tender Inviting Authority in the system. Besides this, the department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the government. Other conditions as per tender document are applicable. The bidder is requested to get a confirmed acknowledgement from the Tender inviting Authority a proof of Hardcopies submission to avoid any discrepancy. 5. Payment of transaction Fee: It is mandatory for all the participant bidders from 1st January 2006 to electronically pay a Non-refundable Transaction fee to M/s. APTS, the service provider through “payment Gateway Service ON e-Procurement platform.” The Electronic payment Gatewat accepts all master and visa credit cards issued by any bank and direct Debit facility/Net Banking of ICICI Bank. HDFC,AXIS Bank to facilitate the transaction. 6. Corpus Fund: As per GO. MS No.4 User departments shall collect 0.04% of ECV (estimated contract value) with a cap of Rs 10,000/- for all works with ECV up to Rs: 50 crores, and Rs: 25000/- for works with ECV above Rest: 50 crores, from successful bidders on e-Procurement platform before entering into agreement. There shall not be any charge towards e-Procurement Fund incase of works, goods and services with ECV less than and up to Rs:. 10 lakh. 7. Tender Document: The bidder is requested to download the tender document and rest all the terms and conditions mentioned in the tender Document and seek clarification if any from the tender inviting authority. 8. Bid Submission Acknowledgment: The bidder shall complete all the process and steps required for Bid submission. The system will generate an acknowledgment with a unique bid submission number after completing all the prescribed steps and processes by the bidder. 9. The proposal to deduct 0.01% from the works bills towards Telangana Green Fund (TGF) for future & ongoing works of TGGENCO as per G.O.Ms.No.17, Dt:18.02.2022 of Finance (TFR) Department, Govt. of Telangana and as per instructions of the Special Chief Secretary to Government.
