The selected vendor will be responsible for:

• Providing manpower for meter reading, bill generation, and delivery.
• Supplying GPRS-based mobile devices compatible with Android applications.

• Ensuring real-time data transmission to MGVCL’s web-based software.
• Integrating mobile and web systems for seamless operation.

• Training staff on application usage and troubleshooting.

The process involves:

1. Deployment of manpower and devices at designated locations.
2. Conducting meter readings using GPRS-enabled mobile devices.
3. Generating bills instantly via Android applications.
4. Printing bills on-site with Bluetooth printers.
5. Delivering printed bills directly to consumers.
6. Ensuring data synchronization with the central server.

The vendor must ensure compliance with all technical and safety standards outlined in the tender documents, including secure data handling and timely reporting.

Sequential procedures include:

1. Procurement and setup of devices.
2. Staff training on application and device usage.
3. Field meter reading and data entry.
4. Real-time bill generation and printing.
5. Delivery and confirmation of bills to customers.
6. Data synchronization and reporting.

The estimated project cost is approximately ₹14,80,228.50, which includes device procurement, manpower, and operational expenses. Payment terms are structured as follows:

• 30% advance payment upon contract signing.
• 40% after completion of 50% of the project milestones.
• Remaining 30% after successful project completion and acceptance.

Bidders must submit detailed cost breakdowns in the prescribed format, including device costs, manpower charges, and miscellaneous expenses. All costs should be inclusive of applicable taxes and duties. The contract will be awarded based on the most competitive bid meeting all technical and financial criteria.
