Eligibility requires: (i) proven similar contracts in last 3 years with specified value thresholds, (ii) average annual turnover ≥ 2× estimated cost, (iii) local office in defined districts, (iv) valid labour registration at bid submission, plus EMD and PSD compliance.

A Performance Security Deposit must be submitted within 15 days of award, verified by the buyer. Payment to the seller occurs after PSD validation, extended to 60 days beyond completion of contractual obligations, ensuring performance risk mitigation.

The contract runs for 222 working days from award with a clause permitting up to 25% variation in quantity or duration. Lump-sum scope may also be increased by up to 25% with provider consent, ensuring flexibility in workforce deployment.

Eligible districts include Ghaziabad, Gautam Buddh Nagar, Hapur, Meerut, Bagpat, and Delhi. GST-based address proof is required to verify local presence; non-compliance leads to disqualification.

Penalties are as per GeM GTC for non-compliance. Fines may apply for deviations from wage practices or labour regulations. Electronic proof of wage disbursement is acceptable and may be reimbursed as per act, with corresponding documentation.
