Bidders should prepare PAN, GSTIN, cancelled cheque, and EFT Mandate, then submit the bid with DFS 423-2025 packaging compliance. Ensure supply capability for up to 25% quantity variations and confirm shelf life equal to warranty duration. Verify latest manufacture date and 100% defined life at delivery.

Required documents include PAN Card copy, GSTIN copy, cancelled cheque, EFT Mandate certified by bank. OEM authorizations and technical compliance certificates should be provided if applicable. These must accompany the bid for vendor code creation and bid evaluation.

Packaging must conform to DFS 423-2025 guidelines, with original packing materials and standardised weights. Net weight will be counted; packing material is not returned. Oil should meet governing technical requirements under the tender and be the latest manufacture.

If rejected items are not lifted within 48 hours, demurrage is charged at 0.5% of total contract value per day. If not lifted within one month, items may be destroyed by the station board of officers with no claim admitted.

The purchaser can increase or decrease quantity by up to 25% at contract placement and during the currency of the contract at contracted rates. Additional time is calculated as (increased quantity/original quantity) × original delivery period, with a minimum of 30 days.

Shelf life must be declared equal to the warranty period specified in the DFS item. The oil must be latest manufacture with 100% defined life at the time of delivery, ensuring quality and compliance with Defence requirements.

Delivery period starts from the last date of the original delivery order. If exercised during extended delivery, additional time follows the same formula and minimum 30 days interval. The option clause may extend delivery within the original contract framework.
