Border Security Force OPC Cement Tender 43 & 53 Grade Kupwara J&K 2026 IS 269 Q3

Bidders must submit GST, PAN, experience certificates, financials, EMD, and OEM authorizations. Ensure IS 269 (Q3) compliance for OPC 43/53 grades, with 15-day manufacture date and brands listed. Delivery must be at-site with unloading responsibilities, and replacements at supplier cost for rejected material.

Required documents include GST registration, PAN card, last 3 years financial statements, experience certificates for OPC cement supply, EMD submission, OEM authorizations for Birla/AACC brands, and technical certificates proving IS 269 (Q3) compliance and batch integrity.

Cement must be IS 269 (Q3) compliant with grades 43 and 53. Allocation is 80% 43-grade and 20% 53-grade. Manufacture date must be within 15 days prior to delivery and bags must be dry with no lumps.

Delivery is at the site with unloading responsibility on the supplier. Replacement of rejected material is at supplier's cost. The option clause allows up to 25% quantity variation during contract execution.

Eligible brands include Birla, Ambuja, Ultratec, Khyber, JK, and ACC. Cement must be IS 269 (Q3) compliant and come with appropriate brand authorization documents.

The purchaser can increase the quantity by up to 25% and adjust the delivery period; additional time is calculated as (Increased quantity ÷ Original quantity) × Original delivery period, with a minimum of 30 days.

Quality assurance requires IS 269 (Q3) conformity, 15-day manufacture date, dry and intact bags, no hard lumps, and replacement of defective batches at supplier cost.

Provide OEM authorizations for listed brands, IS 269 (Q3) compliance certificates, batch testing proof, and financial/experience records demonstrating OPC cement supply capability.
