The scope includes:

• Construction of layers from sub-grade to binder/wearing course on internal society roads with a width of 24.00 meters.
• Reinstate trench lines falling in Sub zones 1, 2, 3, and 4.
• Use of contractor-owned Batch Mix type hotmix Plant and WMM plant within Surat city limits.
• Deployment of sensor-operated paver finisher for precise pavement laying.
• Construction and repair of footpaths, dividers, water tables.
• Installation of pavement markings, road studs, and road signage.
• Implementation of traffic safety measures including traffic signs and safety barriers.

The process involves:

1. Preparation and submission of technical and financial bids.
2. Evaluation of preliminary documents including tender fee, EMD, and required certifications.
3. Technical assessment and bid opening.
4. Contract award to the successful bidder.

Bidders must ensure compliance with all specifications detailed in the tender documents, including technical standards and safety regulations. The project must be completed within 12 months from the date of award.

5. Final inspection and project completion.

All materials and equipment must meet BIS standards and project specifications, with quality assurance documented at each stage.

The estimated project cost is approximately INR 113.14 crore. The financial bid should include a detailed breakdown of costs for materials, labor, equipment, and overheads. Payment terms are linked to project milestones, with an initial mobilization advance of 10% upon contract signing. Progress payments will be made based on approved work completion reports, with the final payment after project completion and acceptance. Bidders must submit a refundable EMD of INR 1,131,441.75 (1% of estimated cost) along with their bid. The bid validity period is 120 days from the bid submission deadline.
